Position Overview

The IT Sourcing Consultant will play a critical role in supporting Virginia public bodies through the Commonwealth of Virginia (COV) RAMP process. This role focuses on negotiating and reviewing Cloud and Software-as-a-Service (SaaS) contracts to ensure compliance with the Virginia Public Procurement Act (VPPA), VITA security policies, and other applicable standards.

This position requires a professional with strong negotiation, analytical, and communication skills who can manage complex IT contracting processes and guide stakeholders toward informed, compliant procurement decisions.

Contract Details

  • Type: 6-month Contract-to-Hire

  • Work Arrangement: On-site 4 days per week; 1 day of telework permitted

  • Interviews: In-person only

  • Eligibility for Hire: Must be a U.S. Citizen or Green Card Holder (EAD holders not eligible for conversion)

  • Note: Conversion to full-time employment is not guaranteed and requires successful completion of the VITA interview process.

Key Responsibilities

  • Guide public bodies through the COV RAMP process, focusing on IT and Cloud-hosted solutions.

  • Review and analyze IT solicitations and contracts for compliance with VPPA, VITA policies, and security standards.

  • Collaborate with customer agencies to revise solicitations and contracts to align with Commonwealth requirements and agency needs.

  • Negotiate Cloud and SaaS terms and conditions with suppliers, in coordination with customer agencies and VITA Security.

  • Identify, analyze, and resolve complex contract issues during negotiations.

  • Propose and draft alternate contract language to mitigate risk and improve terms.

  • Advise public bodies on contractual risks, compliance considerations, and negotiation strategies.

  • Exercise independent judgment in identifying legal issues and engage the Office of the Attorney General (OAG) or leadership as needed.

  • Maintain documentation of Cloud Terms requests, from submission through final approval.

  • Submit weekly Cloud metrics and status updates to leadership.

  • Participate in the development and delivery of IT procurement training, particularly related to Cloud procurement (COV RAMP).

  • Monitor trends and updates in IT and Cloud contracting to recommend process or policy improvements.

Required Qualifications

  • 5+ years of experience in IT procurement and contracting

  • Strong written and verbal communication skills, with the ability to communicate professionally and clearly with diverse stakeholders

  • Proven ability to negotiate complex contracts and resolve issues effectively

  • Expertise in interpreting and applying procurement policies, terms, and conditions

  • Deep understanding of Cloud/SaaS procurement and contracting processes

  • Strong organizational, time management, and project management abilities

  • Ability to balance multiple high-priority projects and make sound decisions under pressure

  • Demonstrated collaboration skills with leadership, agencies, and external partners

  • Analytical thinker with strong problem-solving and risk assessment capabilities

  • Commitment to integrity, quality, and professional excellence

Highly Desired Qualifications

  • Bachelor’s degree in Supply Chain Management, Business Administration, Public Administration, or a related field

  • Experience with state or local government procurement processes

  • Working knowledge of the Virginia Public Procurement Act (VPPA) and VITA policies, guidelines, and standards
