Job Description :

Role: Technical Program Manager with Drupal Website Maintenance

Location: Washington, DC

Duration: 12+ months contract (possibly extension more than 2 years)

Working Hours: 9:00am 5:00pm EST, Monday through Friday

Candidates who can work independently are more preferred.

Clearance Requirements: Candidates must be able to obtain and maintain a Public Trust clearance and PIV card.

The Technical Program Manager (PM) assigned to perform the tasks outlined in this PWS must have the following attributes:

Shall have full authority to act for the contractor on all contractual matters relating to daily operation of this contract.

The name of this person, and an alternate(s) who shall act for the Contractor when the PM is absent, shall be designated in writing to the CO.

The PM shall:

o Manage and own, from start to completion, the programs that help deliver efficient website development, and enhancement;

o Drive the implementation plan to successful completion across the entire organization;

o Identify technical gaps and risks in the execution, and correct them by making technical judgments;

o Monitor Contractor performance against the QCP and adjust performance as needed;

o Generate required reports and other required deliverables;

o Implement processes and methodologies that lead to optimal product deliveries, which are both predictable and repeatable;

o Communicate effectively to peers and to management of achievements and risks (if any) of the website maintenance and enhancement effort;

o Collaborate regularly and professionally with other vendors supporting web projects.

Minimum Qualifications:

o 7+ years of relevant work experience, including 4+ years of industry experience managing large-scale, public website projects

o 2+ years of demonstrated experience leading federal website projects in a Scrum environment;

o Experience in managing Drupal website projects for at least three federal government agencies;

o Experience leading teams and projects utilizing the Agile (Scrum) methodology; including sprint planning, retrospectives, managing Jira boards or other online

ticketing systems;

o First-hand experience upgrading websites in Drupal;

o Understanding of and ability to use project management principles;

o Bachelor's degree in Digital Media, Information Technology, or another relevant field, or equivalent practical experience;

o Excellent communication skills.

Preferred Qualifications:

o Scum Master certification (CSM), Scrum Product Owner (CSPO) certification, or Scaled Agile Scrum Master (SAFe) certification;

o Project Management Professional (PMP) certification
