Technical Project Manager - Baltimore, MD

Responsibilities and Tasks

Technical Project Manager (TPM) who will be responsible for the oversight of the management, design, development, and implementation of the Educator Information System (EIS) for teacher certification.

The TPM shall:

Work closely with the State Project Staff and EIS Contractor staff assigned to this project;
1. Attend meetings, interviews and assist assigned staff in reviewing functions with the
Contractor
2. Assign project staff on an as-needed basis, as determined by project and technical
management to represent the various functional and technical areas;
3. Resolve project problems and conflicts and escalate issues as needed;
4. Serve as the primary contact with the successful implementation contractor’s project
management team;
5. Serve as the primary contact for other State resources involved with the project;
6. Receive, review, approve and document project status information from other project
participants;
7. Coordinate project deliverable and work product review and approval and set priorities when choices of alternatives are required; and
8. Reports project status information to Project Executive Sponsor, Project Committees, and
other stakeholders.
9. Completion of project documentation activities by TO Contractor TPM, including:

Update, manage Project Management Plan, including project schedule and work breakdown structure (WBS)
Update, maintain a Business Requirements Document (BRD), a Functional Requirements Document (FRD), and Requirements Traceability Matrix (RTM) as part of the FRD with new or modified requirements
Update, and manage System Test Plans, including test scripts for internal Quality Assurance (QA) testing and stakeholder User-Acceptance Testing (UAT)
Update, and manage an Operations and Maintenance Plan for the EIS.
Create, update, and manage Lessons Learned Documentation for post-project
reference

Required Experiences :
At least five (5) years of the required ten (10) years of experience in Information Technology must be in the direct supervision and management of projects requiring the integration, implementation, and transition of complex system and subsystem architectures.
Must have played a project management leadership role in at least three (3) major database and/or data warehouse migrations or implementations successfully delivered on time and under budget.
At least two (2) years of experience designing, coding, and implementing custom extract/transform/load (ETL) and source to target mappings between system source files and a data warehouse.
Must possess excellent communication skills to work with stakeholders and mentor technical team members, as demonstrated during oral presentations.
