Job Title : Roadway Data & HPMS Systems Analyst

Position Overview
We are seeking a highly skilled contractor to support the evaluation and enhancement of systems and processes related to the management of roadway characteristics inventory and Highway Performance Monitoring System (HPMS) reporting. The successful candidate will be responsible for identifying and implementing solutions to improve system functionality, resolve compatibility or coding issues, and ensure compliance with evolving Federal Highway Administration (FHWA) reporting requirements.
Key Responsibilities
- Assess current systems and workflows used for managing roadway characteristics inventory and HPMS reporting.
- Identify and implement improvements to address code issues, version compatibility, or process inefficiencies.
- Ensure compliance with updated HPMS reporting requirements and other FHWA regulations.
- Support modifications, enhancements, and maintenance of data systems related to roadway asset and inventory management.
- Collaborate with stakeholders to validate and deploy enhancements that align with both state and federal standards.
Required Skills and Experience
Candidates must clearly demonstrate the following qualifications on their resume to be considered:
- Mandatory: Experience working with roadway asset and inventory data within a State Department of Transportation (DOT) environment.
- Expertise in:
- Linear Referencing Methods (LRM) in Oracle
- Oracle Workspace Manager
- HPMS reporting and Federal (FHWA) reporting requirements
- Roadway Characteristics Inventory (RCI) data management
- PL/SQL programming and advanced database logic
- Strong analytical and troubleshooting skills in the context of transportation data systems.
- Ability to work independently and collaborate effectively with technical and non-technical teams.
