Job Title : IT Governance Analyst 2 – Legal Support
Location: Richmond VA, Hybrid

Position Overview:

The Virginia Department of Transportation (VDOT) is seeking an experienced Legal Analyst to join its Information Technology Division (ITD). This role will provide strategic legal and regulatory support, particularly in the areas of policy development, legislative analysis, and procurement compliance. The analyst will also serve as a liaison between ITD and the Office of the Attorney General, ensuring coordination and resolution of legal matters, procurement claims, and legislative updates.

Key Responsibilities:

Legal and Technical Support:

• Provide expert legal guidance in the development and interpretation of policies, regulations, and legislative proposals affecting VDOT’s IT operations.
• Ensure ITD’s compliance with relevant procurement and legislative requirements.

Legislative Analysis and Liaison:

• Lead legislative analysis related to IT procurement and operations.
• Act as the ITD representative during General Assembly sessions, preparing reports and impact assessments.
• Coordinate with the Office of the Attorney General on legal matters and legislative updates.

Coordination and Communication:

• Organize and participate in legislative briefings and debarment actions in collaboration with Governance and Procurement Program Managers.
• Facilitate the resolution of legal issues by working directly with internal stakeholders and legal counsel.
• Prepare clear, concise documentation and status reports for leadership and operational teams.

Qualifications:

Required:

• Minimum 5 years of experience with Virginia procurement practices and requirements.
• At least 4 years of combined education and/or experience in Law, Paralegal Studies, Business Management, Public Policy, or a related field.
• Proven ability to negotiate, mediate, and resolve disputes diplomatically.
• Strong project management skills, with the ability to manage multiple priorities in a fast-paced environment.
• Analytical expertise in reviewing financial data or legislation and preparing reports based on findings.
• Excellent written and verbal communication skills, with the ability to convey legal and technical information to diverse stakeholders.

Preferred:

• Knowledge of the Code of Virginia related to IT or public procurement. (2+ years preferred)
• Virginia Contracting Officer (VCO) certification.
• Prior experience working in state or local government agencies.
