Job Title : Data Management Consultant –Data Migration and Analytics

Position Overview
The Data Management Consultant will play a critical role in the planning and execution of data cleansing and migration initiatives, supporting MDCPS in its transition to a cloud-based child welfare management system. This position will contribute to the development of data models, data architecture, and the technical implementation of a robust cloud-based data stack that will enhance MDCPS’s ability to leverage data for evidence-based decision-making and child welfare practice.
The successful candidate will work closely with the MDCPS Data Management Team (DMT) and will report directly to the Lead Architect. This role involves participating in data-related migration activities, designing data pipelines, and implementing analytics capabilities, while ensuring that data quality and integrity are maintained throughout the process.
Key Responsibilities

Data Management and Risk Mitigation
Identify, track, and manage data-related issues, risks, and gaps throughout the project lifecycle. Proactively address challenges to ensure successful data migration and implementation.

Data Architecture Design
Understand, document, and conceptualize source and target-state data architectures for cloud-based data analytics platforms and applications, ensuring alignment with business requirements.

Data Pipeline and ETL Design
Design and implement efficient ETL (Extract, Transform, Load) architecture, and deliver on technical work packages that support data migration and quality improvement initiatives.

Data Quality Improvement
Contribute to measurable improvements in data quality by defining and adhering to data quality metrics, best practices, and performance standards.

Data Mapping and Documentation
Develop data mapping specifications for migration from legacy systems to the new case management solution. Create entity relationship diagrams (ERDs), data dictionaries, and transformation lineage documents to ensure clear understanding and accurate migration.

Data Set Cataloging and Metadata Management
Plan and implement a comprehensive data set catalog, and manage metadata within the cloud data stack to ensure consistent, accurate, and accessible data for stakeholders.

Business Rules and Metrics
Identify and define business rules for complex child welfare metrics, including the coding of calculations and development of semantic models with time-series, hierarchical, and drill-down views.

Collaboration and Knowledge Transfer
Actively collaborate with team members, business units, and technical staff to ensure seamless communication and knowledge transfer throughout the project. Provide clear documentation and training as needed.
Required Qualifications
To be considered for this position, candidates must meet the following mandatory qualifications:

Experience:
-
Minimum of 8 years of experience in Multidimensional Model Database Design and ETL design and development.

Minimum of 8 years of experience in data quality and master data management integration.

Minimum of 8 years of experience with Entity Relationship Diagrams (ERDs), business vocabulary, data dictionaries, and database schema mapping.

Minimum of 8 years of experience with data analytics implementation projects.

Minimum of 3 years of experience working with cloud-based data stack tools and platforms.

Technical Skills:
Proficiency in data management technologies and platforms, including but not limited to cloud-based solutions (e.g., AWS, Azure, Google Cloud), ETL tools, and database design.

Communication Skills:
Strong written and verbal communication skills in English, with the ability to clearly articulate complex data concepts to both technical and non-technical stakeholders. Demonstrated ability to transfer knowledge effectively to team members.
Preferred Qualifications
While not required, the following qualifications are highly desirable:

Child Welfare Experience:
Experience in child welfare data modeling, case management systems, and analytics, particularly in the context of federal and state child welfare systems.

CCWIS Experience:
Prior experience working with CCWIS (Child Welfare Case Management Information Systems) or similar child welfare management systems is a significant advantage.

Data Quality and Compliance:
Familiarity with federal requirements for data quality, data exchange, and reporting within child welfare management systems.

Team Collaboration:
Ability to work effectively in a collaborative team environment, building strong rapport with team members and stakeholders.
