Project Overview: The position supports the analysis and development of applications in critical technology areas. Additionally, it provides technical advice, researches customer requirements, and designs system modules to meet business or scientific application needs. It is also used to prepare requirements and system specifications, and to obtain other analysis and/or testing support. Additionally, it develops IT system solutions to meet the client mission requirements, coordinates work efforts with technical staff, and works with the clients management to ensure problem resolution and user satisfaction.



Duties to include: Gathers requirements information from users, develop specifications, define and/or coordinates testing requirements conforming to established standards & quality control procedures. Participates as needed in development phases with emphasis on the analysis/design, documentation and/or testing and integration phases. Utilizes writing skills in the documentation and development of Use Cases, user stories, and interface storyboarding. Works closely with programmers and designers to ensure proper implementation of program and system specifications.

Minimum Technical Qualifications: 

At least five years’ experience in
Designing and development of application.
Gathering, analyzing, and documenting user requirements and/or defining and coordinating testing requirements.
Documenting and developing Use Cases or user stories and user interface storyboarding using the Iterative, Spiral, or Agile methodology.
Experience gathering requirements for Agile projects, using user stories to prepare functional specifications.
Experience leading requirement gathering process and planning
Experience preparing/constituting requirements gathering procedures and processes
Experience creating requirement''s templates for different types of applications.
At least two years’ experience in
System development life cycle, DBMS concepts, and/or design techniques.
Experience developing analysis models using Unified Modeling Language (UML) or other related data modeling standards.
Excellent communication skills


Desirable Qualifications (but not required)

Experience in multiple test and production environments
The use of version control software
Experience with the BLS standard information technology products and environment
Knowledge of the BLS surveys and systems; and specific experience with statistical systems


Contract Requirements 

If a foreign national, Visa must be up-to-date and demonstrated work experience here in the US for three (3) or more years 
Must be eligible to obtain Special Sworn Status – Title 13 & 26 clearance through US Census Bureau (if required to support development)
