BACKGROUND The District is upgrading the PeopleSoft HCM enterprise application from version 9.0 to 9.2. The current PeopleSoft HCM 9.0 system is a highly customized version configured for the U.S. Federal market that includes Federal HR PAR Processing and Payroll for North America. The system contains multi-company and multi-business unit tenants that use a hybrid configuration of both commercial and U.S. Federal PeopleSoft HCM products. The objective of the PeopleSoft HCM 9.2 upgrade project is to: • Migrate the District to the most current and supported version of the PeopleSoft HCM application • Reduce dependence on customizations • Increase functionality though new modules • Provide all stakeholders with a comprehensive and robust HCM system • Upgrade the physical infrastructure and supporting network to fully support application and operational requirements The PeopleSoft HCM 9.0 modules the District currently uses include: • Absence Management • Benefits Administration • Commitment Accounting • Compensation Management • Core HR • District Programs • E-Performance • Federal Police Pension • Integration • IRR • Labor Administration • Learning Management • Payroll • Portal • Profile Management • P-Tools • Recruitment • Reporting • Security • Time and Labor The current PeopleSoft HCM 9.0 hardware/infrastructure includes Oracle 11g database configured with RAC high-availability on the Oracle Linux version 6, operating system, installed on Dell 720 servers. PeopleSoft web, application and batch servers run on Red Hat Enterprise Linux Virtual Machines. Requirement Description The District has a need to augment business staff resources by supplementing each of the District’s business areas during the upgrade project to assist in table set up, business choices, testing, user readiness, and documentation. The deliverables for the Functional SME will consist of, but are not limited to: • Transfer knowledge to District staff regarding the analysis, test case creation, testing and documentation used for all business area efforts completed. • Upgrade Initiation and Planning: Participate in developing the upgrade functional roadmap. • Scope Definition: Working with project stakeholders, participate in developing the functional scope definition document. • Requirements Document: Participate in the development of the upgrade functional and technical requirements document. • Interface / Analytical Tools: Gather and document requirements for all interfaces and/or analytical tools. • Configuration / Development: Document and configure solutions working alongside technical staff to develop work packages • Deployment Management and Go¬live: Participate in testing phases of the upgrade technical deployment management plan and ensure successful deployment of the project. Provide periodic and ad¬hoc reporting to stakeholders as necessary. Participate in the project dry¬run and cut¬over plan. Execute deployment tasks. • Behavior Characteristics: Experienced PeopleSoft Functional Developer, Upgrade experience a must, Team player. The following is the scope of work expected but not limited to: • Analyze and identify objects that have been customized in version 9.0 and determine which have the ability to be replaced or augmented in the in the 9.2 upgrade. • Analyze all new functionality available for the first time in PeopleSoft 9.2 to determine if the new functionality can replace a current customization or if the functionality should be incorporated to improve business processes. • Use OCTO’s Enterprise Service Bus for all delivery of existing interfaces between PeopleSoft HCM 9.2 and external systems / 3rd party vendors. The OCTO Enterprise Service Bus is based on Oracle SOA Suite 11g.Interfaces are already developed and the vendor will be responsible for transitioning of delivery mechanism from custom developed to Oracle SOA. Examples of external systems are banks, insurance companies, third party applications, etc. There are approximately 70 interfaces currently in use. • Assist in ensuring that all recruiting activities are facilitated by the ATS based on PeopleSoft e-Recruit 9.2 / TAM module. • Assist in implementing the U.S. Federal market installation of PeopleSoft HCM 9.2, also known as PeopleSoft HCM 9.2 for Public Sector (USF), including the Title V HR Processing component, SF-50, FEHB, FEGLI and IRR functionality. • Assist in upgrading all delivered components currently used in the PeopleSoft HCM 9.0 system to the PeopleSoft HCM 9.2 version. • Assist in retrofitting all remaining custom and customized components where no delivered functionality in 9.2 exists. • Responsible for fixing any bugs/issues uncovered during various phases of testing regardless of the original developer. • Assist in the implementation of the Oracle Secure Enterprise Search (SES) Engine. • Assist in retrofitting the PeopleSoft HCM Portal-pack including all currently customized components/pagelets. • Assist in ensuring that all new modules are incorporated as part of the upgrade including: o Affordable Care Act (ACA) o e-Recruit / TAM including necessary customizations o PeopleSoft 9.2 Secure Enterprise Search (SES) o Family Medical Leave Act (FMLA) o Grievances o Disciplinary Actions o Benefits Activity Guides o Enhance Personnel Action Request (PAR) Workflow o Company Directory o Enable Mobile MSS and ESS • Assist in upgrading the existing PeopleSoft HCM 9.0 Performance Monitoring environment to the latest version of PeopleTools. • Assist in providing connectivity and integration with the MicroStrategy BI/Data Analytics platform for HCM. • Assist in providing connectivity and integration between PeopleSoft HCM 9.2 and internal/external vendors (3rd party service providers) and applications using the District Government deployed Oracle Service Oriented Architecture (SOA) Suite/Oracle Managed File Transfer (MFT). • Assist in providing a technical evaluation of the infrastructure to ensure the architecture meets the requirements needed for the upgrade to support the use base [concurrent users, transactions, data growth, and system performance] • Assist in making recommendations for any architectural changes to the infrastructure required to accommodate the upgrade. Qualified candidate proposed to serve as a resource on the project must possess the following minimum qualifications/skill-sets: a. Must have performed and successfully completed a minimum of one (1) PeopleSoft HCM 9.2 upgrade b. Must have a working knowledge of and experience with the public-sector components of PeopleSoft 9.2 HCM, including the U.S. Federal market and components. --------------------------------------------- CONTRACT JOB DESCRIPTION Responsibilities: 1. Provides consultation on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment. Minimum Education/Certification Requirements : Bachelor’s degree in IT or related field or equivalent experience; or a current Project Management Professional (PMP) Certification
