Job Description :
We are looking for a Full-time/contract employee for a GIS Analyst. 
CPA currently is expanding its GIS technology platform. The Candidate, GIS Analyst, will be responsible for analyzing, developing, validating and deploying components of a GIS solution for revenue collection divisions. The Candidate will work with a team that develops geographic information systems that will link parcel maps with financial data and other data to produce maps and quantify information about the impacts of features on parcel ownership.
 
The Candidate must have knowledge of and be comfortable performing the following:
  • Understanding of ArcGIS Enterprise Server.
  • Working knowledge of ArcGIS COGO
  • ArcGIS software, technologies specifically Georeferencing.
  • Integrating with standard geo formats such as KML, Shapefiles or GeoRSS,
 
The Candidate must be familiar with Agile project management and have advanced verbal/written communication skills, as well as a proficient understanding of secure development practices (including authentication, authorization, confidentiality, data-integrity, non-repudiation, and availability). The Candidate must be able to take assignments and direction from agency management and technical lead staff. 

SKILLS AND QUALIFICATIONS Required (Minimum):
  • Experience in analyzing geographic information systems and procedures by reading and interpret surveys, legal descriptions, cartography, engineering documents, construction plans, aerial photography and orthophotography. 
  • Experience in designing, developing, and deploying GIS Solutions. 
  • Experience in planning, organizing and prioritizing multiple assignments to effectively manage a fast paced and changing work environment without compromising accuracy. 
  • Experience with consistently meeting internal and external customer needs and expectations in a professional manner. 
  • Experience transposing physical maps into digital shapefiles. 
  • Experience in the most recent versions of ArcGIS Enterprise. 
  • Experience with application security requirements. 
 
Preferred:
  • Experience with State of Texas MSA, County, and city
  • GISP GIS certifications  
  • Proficiency with the Microsoft Office products, including Teams, SharePoint, Outlook, Word, Visio, Excel. 
  • Familiar utilizing Atlassian products Jira and Confluence. 
  • Experience with working an Agile development methodology, attending daily standups, delivering sprint objectives.
