DESCRIPTION OF SERVICES:
The Data Architect position will report to the Data Analytics Support Director with high -level responsibilities that may include the following:
• Provide oversight and validation of technical recommendations, including but not limited to data architecture designs, data acquisition strategies, proposed solutions, data models and deliverables from vendors as part of the planning, design, and implementation phases of all Data Analytics Support Team initiatives.
• Ensure solution designs are in compliance with state and Federal architecture and security requirements and standards.
• Work closely with HHS sprint team(s) responsible for the development and implementation of a data analytics solution providing guidance on data design and acquisition strategies; and with implementation vendors contracted for Data Analytics Support Team managed projects.
• Provide technical expertise for all activities related to HHS data and its use or proposed use in the HHS performance management and data analytics strategy. This includes:
o Developing creative strategies on how best to utilize existing data assets to meet the HHS data analytics and performance management need
o Providing insight into changing database storage and utilization requirements and offering suggestions for solutions
o Analyzing database implementation methods to make sure they are in line with HHS policies and any external regulations that may apply
o Assessing modern technologies and designs to develop transition plans for data analytics systems
• Work closely with key stakeholders across HHS to ensure solution designs meet key business needs
• Provide vision for new and existing data analytics systems in support of the HHS business objectives and requirements
• Participate in strategic planning for HHS IT Data Analytics, providing guidance and support for strategic initiatives; and assist with the alignment of data analytics and reporting goals and objectives to HHS IT Applications and HHS System goals and objectives
• Participate in procurement exercises as necessary to acquire vendor services for assessment or to outsource the implementation effort to a long term vendor
• All other duties as assigned.
Can demonstrate: Knowledge of hardware and software technology infrastructure, configuration, networking and telecommunications requirements for data and analytics systems. Good understanding of industry standard technologies and tools, including but not limited to database management systems, master data and metadata management tools, data acquisition strategies, cloud storage and associated security considerations for all data classifications. Knowledge of data visualization tools (e.g. Tableau, Salesforce, MS Power BI).
CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Required/Preferred Experience
15 Required Work experience in the information technology industry with at least 5 years of experience involvement in data management solutions (i.e., data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development,
15 Required Work experience in the information technology industry with at least 5 years of experience involvement in continued: or SOA-related projects.
5 Required Experience designing, managing, and implementing large data warehouses and data analytics solutions with the ability to determine database structural requirements by analyzing operations, applications and programming.
5 Required Experience continued: reviewing objectives with program; and evaluating current systems
5 Required Experience with enterprise level database design, including data security and access auditing considerations, and full data lifecycle management (gathering, cleansing, publishing, archiving, back-up and recovery, and purging) for large enterprise systems
5 Required Experience with MS Office Suite including Visio
4 Required Work experience as a data warehouse architect or data architect for a large IT project. Experience should be end-to-end experience from project inception through design and implementation.
4 Required In-depth understanding of database structure principles and knowledge of data mining and segmentation techniques.
2 Required Ability to identify problems, evaluate alternatives, and identify/implement effective solutions
2 Required Expertise in SQL and Oracle
2 Required Proficient in the use of data modeling tools (Erwin, ERStudio)
1 Preferred Prior experience in the Healthcare Industry.
1 Preferred Prior experience with public sector procurements for data warehouse or data analytics solutions.
1 Preferred Work experience within a Health and Human Services agency with HHS Core Business and Program area knowledge.
