 DHCS experience is required

 Overview:
 The Business Systems Analyst (BSA) will provide comprehensive project, technical, and functional management support for large-scale IT initiatives aligned with Healthcare Insurance Programs. The ideal candidate will have a proven track record of delivering high-quality business and technical analysis in complex enterprise environments, leveraging SDLC and Agile methodologies to guide system design, development, and implementation.
  
 Key Responsibilities:
  - Analyze, document, and translate business requirements into technical specifications to support system design and development.
- Collaborate with cross-functional teams, including developers, architects, testers, and business stakeholders, to ensure requirements alignment and solution integrity.
- Facilitate and participate in Joint Application Design (JAD) sessions to identify system gaps, define new requirements, and support change control processes.
- Conduct business process mapping, gap analysis, and cost-benefit assessments to recommend effective solutions.
- Participate in and support User Acceptance Testing (UAT) and System Testing activities, ensuring traceability of requirements through HP ALM, Jira, or equivalent tools.
- Support change management efforts by developing and executing communication, training, and implementation plans for organizational or technical changes.
- Analyze data and generate reports to support business decisions and monitor system performance.
- Apply knowledge of State Welfare Medi-Cal projects, SAWS, or comparable eligibility and health insurance systems to ensure compliance with applicable policies and procedures.
- Collaborate in Agile project ceremonies, including sprint planning, backlog grooming, and retrospectives, ensuring continuous delivery and improvement.
- Prepare detailed documentation, including Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), and System Design Specifications.

 Education:
  - Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field.
- Equivalent combination of education and experience may be considered.
