The Agile Project Manager (aka Release Manager) leads one or more functional scrum teams.
PROJECT: The West Virginia Integrated Eligibility Solution (WV IES), put forth by Optum and its affiliate vendor partners, will provide the design, development, implementation, maintenance and operation of the WV IES that will support various programs administered by the West Virginia Department of Health and Human Resources (DHHR) including Child Welfare, Child Support, TANF, SNAP, Medicaid and Child Care. The final product will modernize the IT solutions that support its health and human services program through effective systems integration, data sharing and coordination.
IDEAL BACKGROUND: The ideal candidate would have complex IT agile and waterfall project management experience (including multiple phases and/or releases) and a Health and Human Services and/or integrated eligibility background. They would have strong communication skills (written and verbal) and experience working with a diverse team and clients.

Experience managing, facilitating and coordinating the delivery of a complex solution. The candidate will be responsible for the full SDLC for the release that they are assigned including: ensuring Business Analysts properly define, bound and delineate the specifications/requirements to be delivered per Sprint and provide the required documentation for all aspects of this effort; that design and development teams work effectively with BAs to develop and document User Stories; that architecture and infrastructure teams anticipate and deliver required environments, software and hardware that supports the Sprint and ultimate solution; that the testing team is integrated early into the User Story development and documents clear and complete test cases through execution; that preparations and execution of User Acceptance Testing is planned, coordinated and executed with State resources; and that Operational Readiness is planned and executed to support deployment to Production.
Primary Responsibilities:
Manage the scope, schedule, budget, issues, and risks for assigned teams for one or multiple releases
Develop, manage and maintain current release schedules that include activities by separate teams of business analysts, architects, developers, testers and related project staff
Ensure high quality completion of all assigned project design deliverables, including the generation of the deliverable by one or more teams, comment resolution for internal and external reviews, and maintenance of the deliverable in subsequent releases, as required
Facilitate scrum meetings with internal teams, Optum vendor partners, as well as State staff
Complete project status reports and schedule updates to management
Identify, track and escalate, as appropriate, issues, risks and concerns with all aspects of a release
Track project cost and budget
Assist the program manager
Required Skills/Experience:
Proficient in Microsoft Office tools, CA PPM, CA Agile Central
Strong verbal and written communication skills, meeting facilitation skills, and schedule and time management skills
Agile and Scrum Master knowledge and experience
Demonstrated ability to establish effective working relationships across a large, cross-functional team
Desired Skills/Experience:
Knowledge of health and human services programs such as Medicaid, CHIP (Children’s Health Insurance Program), TANF (Temporary Assistance for Needy Families, and SNAP (Supplemental Nutrition Assistance Program)
CSM (Certified Scrum Master) or PMP (Project Management Professional) certification
Knowledge and experience with OSAM (Optum Scalable Agile Method)
