DESCRIPTION:
The New York State Office of the State Comptroller (“OSC”) intends to procure one Acquia/Drupal Software Administrator for staff augmentation (“Consultant”) to provide technical leadership with the development, implementation, and maintenance of an Acquia/Drupal Content Management System (“CMS”) pursuant to its discretionary purchasing authority under State Finance Law §163(6 This procurement opportunity is limited to New York State small businesses as defined in State Finance Law §160(8) and businesses certified pursuant to Article 15-A of the New York State Executive Law.
BACKGROUND
The Consultant, together with the OSC project team, will develop, implement, and maintain a Drupal CMS. The Consultant will provide post-production maintenance and support. The Consultant will also perform the same tasks during the Phase 2 website redesign project, which includes developing, and implementing a redesigned website which balances improved end-user engagement, usability, and customer satisfaction with OSC’s strategic and operational priorities.
STATEMENT OF WORK
The Consultant shall assist OSC with developing, implementing, and maintaining an Acquia/Drupal CMS and will have the following duties and responsibilities:
Configure the agency tenant Acquia/Drupal solution, including data, display, and information architecture;
Deliver web solutions, including front-end User Interface (“UI”) and backend services;
Select and implement custom modules as necessary;
Work closely with project team members and stakeholders to ensure an effective, visually appealing and intuitive implementation;
Build a responsive website that meets Americans with Disabilities Act (“ADA”) accessibility guidelines;
Analyze functional requirements and develop technical requirements;
Apply appropriate technology as a solution to the business problem;
Assist other team members in the creation of design documents and other related system documentation, and review and approve final technical design;
Assign development tasks to team members and assist as needed;
Provide CMS coding specifications and standards, and validate code against those standards;
Conduct code reviews and recommend changes;
Conduct on-the-job training in PHP/CMS implementation for staff;
Provide solution evaluation for new features, patches or bug fixes;
Provide production maintenance and support, including troubleshooting;
Provide knowledge transfer to staff; and
Provide post-production maintenance and support.

Mandatory Requirements:

MINIMUM QUALIFICATIONS
The Consultant must meet the following minimum qualifications:
M1. Three years’ experience with coding and testing PHP, HTML, and Javascript;
M2. Three years’ experience with configuring and managing a Drupal CMS;
M3. Three years’ experience with gathering, documenting, and managing functional requirements and developing technical requirements; and
M4. Two years’ experience coding using responsive design.
PREFFERRED QUALIFICATIONS
OSC will give preference to candidates with the following qualifications:
P1. Any experience beyond what is required to meet Minimum Qualifications #M1-M4 for this position;
P2. Acquia Certified Developer – Drupal 8;
P3. Experience coding using HTML5, Bootstrap, and Twig;
P4. Three years’ experience coding web pages that meet ADA accessibility guidelines; and
P5. Two years’ experience working with SQL.
ADDITIONAL INFORMATION
The Consultant shall:
Work a 40-hour workweek during regular OSC business hours (i.e., between 8:00 AM and 5:00 PM Monday through Friday, excluding State holidays While unlikely, Consultant may occasionally be required to work more than the regular 40-hour work week and/or outside regular business hours to support the completion of critical project objectives.
