Position Requirements/ Competencies
Perform the lead role, understand the business processes and develop business process models.
A Bachelor’s Degree and a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design in a lead capacity.
Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Minimum one (1) year of experience with Agile/SCRUM system development methodologies.
Minimum one (1) year of experience working with Medi-Cal or Medicaid.
Minimum two (2) years of experience with large-scale integration of a centralized state system with numerous diverse local systems and Programs.
Minimum four (4) years of experience eliciting and documenting Business & Systems Requirements utilizing a wide variety of techniques.
Minimum three (3) years of experience developing use cases, scenarios, and workflow analysis to help create and validate business requirements.
Minimum four (4) years of experience evaluating information gathered, reconciling conflicts, and decomposing high-level information into details.
Minimum three (3) years of experience leading information gathering and analysis efforts (including JAD sessions) on a project; documenting and publishing minutes for all sessions.
Minimum three (3) years of experience collaborating with Business & Information Technology (IT) to translate business requirements into functional specifications, and business process and data modeling utilizing BPMN 2.0
Additional Desired Qualifications
A Bachelor’s Degree, and a valid PMP certification from PMI. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
A Business Analyst specific certification such as Professional in Business Analysis or Agile Certified Practitioner.
A minimum of five (5) years of broad, extensive, and increasingly responsible project experience applying project management (PM) principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.
Experience working with California state agencies.
Experience with healthcare IT projects.
Experience or an understanding of Medi-Cal Provider Enrollment.
Experience and understanding of the existing Legacy Medicaid Management Information System and subsystems (or non-proprietary Legacy information and high-level subsystem information
Experience with Microsoft SharePoint, Microsoft Project, CA Clarity, HP ALM, JIRA, IBM Rational DOORs, and Enterprise Architect Sparx.
One year or more of experience and/or familiarity with MITA framework.
Education and Relevant Work Experiences
A Bachelor’s Degree or additional qualifying experience may be substituted for the required education on a year-for-year basis.
