Task-Based I&IT Consultant - Level 3 Toronto, ON Start Date 2020-12-07 End Date 2021-05-18 Description MSP Intake Notes *Note that the start date is ASAP, start date is backdated for budget reasons Contractor will be working on a modernization project of a .NET application. Essentially, looking for a project manager who is also able to handle some business analysis and quality analysis tasks. Must Haves FEDI HP ALM experience Financial payout applications Agile and Waterfall methodologies Nice to have AODA Maximum number of Submissions per vendor: 1 Shortlisting deadline: Friday January 8th at 10am EST Responsibilities: Works in partnership with clients, advising them how to use information management (IM) and/or information technology in order to meet their business objectives or overcome problems, work to improve the structure and efficiency of an organization's I&IT Systems. The Task-based I&IT Consultant may be used to provide strategic guidance to organizations with regard to IM and Task-based IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT. they can also be used to provide subject matter expertise during the procurement as well as providing highly expert technical assistance. Knowledge Transfer Transfer From Solution Development / Task-Based I&IT Consultant / Level 3 to Project Manager When Knowledge Will Be Transferred: Knowledge transfer must be completed one week prior to the end of the project or one week prior to the consultant leaving the ministry. What Knowledge Will Be Transferred: All deliverables, including design/supporting/release/training documents must be checked into designated version control repositories (for example, SharePoint All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example, SharePoint site, HPQC, TFS) Project manager and designated ministry staff must be regularly informed in writing (by email) of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities. How Knowledge Will Be Transferred: Knowledge will be transferred through 1 on 1 sessions, emails, document updates and document review with the team. Note: This position is currently listed as onsite but due to COVID-19 restrictions the consultant will be working remotely until restrictions are lifted. Note: This procurement will also include the option to extend the end date of the project if there are unused effort days and no change to the ceiling amount if the need arises. Skills Experience and Skill Set Requirements Price - 30% Technical Skills - 35% Demonstrated Experience with Analytics or business intelligence tools and leading projects with data-driven decision making Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multi-tier information technology systems. Demonstrated Experienced conducting detailed review of technical solutions on a variety of software platforms (e.g., Java, .Net, Informatica, Oracle, etc Experience documenting technical problems/issues and developing plans to address the solutions in a cost-efficient manner Proven experience facilitating the resolution of I&IT and Business issues using advanced technologies. Proven experience with JAD facilitation, interpreting business needs to create technical requirements, and leading project meetings Demonstrated Experience with Axure Rapid Prototyping, Microsoft Team Foundation Server, Microsoft Project, and Planview Experience in the development of various deliverables of various roles including, but not limited to, project coordinator, release management, requirements analyst, system designer, system tester, trainer, etc. throughout SDLC. Experience producing Project Planning and Coordination documentation (Business Case, Processes, Charter, Integrated Project Plan, Migration plans, Schedules, project kick off materials, roadmaps etc Experience with business stakeholder management and status reporting at the Executive level Experience documenting and executing test cases in HP ALM to support Quality Assurance Experience with managing, execution, & analysis of test automation using UFT, HP ALM, & custom VBA & SQL Business Intelligence automation frameworks. Experience with XML configuration; demonstrates ability to read and interpret XML Experience with processes of approval & disbursement of data leading to financial payout Experience with fraud prevention best practices, specifically with high sensitivity financial data Experience with Finance Electronic Data Interchange (FEDI) Project Management and Methodologies - 25% Demonstrated experience balancing technical and business requirements in order to optimize solutions and meet business needs Coordinating and executing Threat Risk Analysis and Privacy Impact Analysis, and addressing outcomes and/or recommendations Experience with business stakeholder management and status reporting at the Executive level Experience supporting business users working on projects or programs involving multiple highly inter-dependent applications and/or data sources. Demonstrable experience with requirement management, quality assurance and change management processes and tools Proven experience using a variety of methodologies to carry-out the software development lifecycle (e.g., Agile, waterfall, etc Experience in documenting business, technical and system processes and requirements; Experience in identifying, reviewing and analyzing solution implementation options and alternatives, including associated risks, documenting results and presenting conclusions Demonstrated experience leading multiple project teams concurrently using a mix of dedicated and shared resources Experience working closely with business teams and development team to generate proof of concepts and prototypes with new and proven technologies Demonstrated experience leading multiple project teams concurrently managing complex updates/changes to interdependent applications, ensuring continuing cohesion & conformance to planned architecture Experience supporting a framework that enables the quick development and deployment of customized online data collection applications used by 5000+ end users within the broader public sector to report on policy, program, achievement and financial data. Ability to introduce best practices, templates, SharePoint management sites for software development projects Experience with MS Office software, including Word, Excel, PowerPoint, Project, and Visio. Experience tracking project finances and burn rates, as well as resource allocation.
