Job Description :

Systems Architect/Java Developer primary duties shall include, but are not limited to:

  • Analyze the business requirements and use cases
  • Design the OIG Incident Tracking Web Application architecture within the constraints and guidelines of the State of Illinois enterprise systems architecture and security requirements
  • Serve as project technical lead
  • Develop technical requirements documentation
  • Develop the OIG Incident Tracking Web Application
  • Develop data interfaces and synchronization between the new and legacy system databases
  • Develop training and knowledge transfer documentation
  • Provide training and knowledge transfer of the functions, flow and data management of the OIG Incident Tracking Web Application
  • Perform Tasks to Support User Acceptance Testing
  • Perform Tasks to Support Parallel Processing and Go Live
  • Develop User Guides
  • Provide User and Technical System Training

Mandatory Qualifications

  • Requires knowledge, skill and mental development equivalent to five years of college with course work in computer science supplemented by five years of professional experience in complex application development.
  • Five years of experience planning, implementing, and coordinating complex and sophisticated interface functions between systems, programs and data processing hardware
  • Five years of professional experience using DB2 and Java. Need five years' experience total in the following: Object Oriented "OO' technology, and J2EE/WebSphere, UML modeling, Use Case development, SQL, Web development, Accessibility tools/testing, Java Server Faces (JSF) myfaces implementation, IBM Rational Application Developer, iBatis, JAX-RS, RESTful web services, JavaScript, JSON and mobile web enablement.
  • Requires knowledge and experience in Project Management, Scrum or Agile.
Other Requirements

All communications must be made in English. The System Architect/Java Developer and Java Developer will be responsible for providing preparing written documents that distill technical material into easily understood narratives. The System Architect/Java Developer and Java Developer will be required to communicate minimally with a variety of individuals both technical and nontechnical but mostly with the Project Manager and the Systems Architect. Communications to all categories of individuals must be understandable and actionable by the intended parties. The Agency has the final to say as to if communication from the System Architect/Java Developer and Java Developer is sufficient. The Agency has the right to request the Vendor to replace the System Architect/Java Developer and Java Developer if the Agency determines that the System Architect/Java Developer and Java Developer is unable to communicate the requirements under this contract.
