Job Title : Senior Project Manager – PMP
Location: Richmond, VA, Hybrid

Rate : Best competitive rate

Mandatory Requirement: Candidate must possess an active PMP certification from PMI. No other certifications qualify.

Role Overview

The Senior Project Manager will lead high-visibility IT initiatives across the Virginia Department of Transportation (VDOT). This role is responsible for planning, organizing, and motivating cross-functional teams throughout all phases of Waterfall, Agile, and Hybrid projects. The Project Manager will ensure the successful delivery of solutions that provide measurable value to VDOT stakeholders and the Commonwealth of Virginia.

Primary Responsibilities

• Coordinate and oversee activities involving vendors, consultants, and VDOT IT/business teams for assigned projects and procurements.

• Lead the development of proposals, Statements of Work (SOW), Statements of Requirements, and RFP responses.

• Support team development while maintaining accountability and removing impediments to progress.

• Facilitate multidisciplinary teams in the creation of project plans, objectives, policies, and procedures.

• Manage day-to-day project operations and execution across multiple stakeholders.

• Build and maintain strong working relationships with executive leadership, project sponsors, business partners, suppliers, and technology management.

• Establish project goals aligned with technical strategies and agency priorities.

• Track and communicate project status, including schedule, cost, scope, and risk.

• Partner with technology leads and solution architects to incorporate industry and VDOT best practices.

• Oversee the full project lifecycle, including procurement execution, project planning, resource allocation, risk management, schedule management, delivery of value, and transition to operations.

• Monitor vendor performance and define/measure success using metrics.

• Develop and maintain project budgets, schedules, task lists, and risk registers.

• Ensure compliance with VDOT and VITA project management standards and governance.

• Promote a positive project culture through strong emotional intelligence, collaboration, and problem resolution.

• Perform additional project management responsibilities as assigned.

Required Knowledge, Skills & Abilities

• Proven experience leading cloud-hosted SaaS implementation projects.

• Strong capability in managing business and IT requirement discovery and documentation for RFPs and SOWs.

• Exceptional organizational, analytical, decision-making, and communication skills.

• Ability to communicate complex technical issues clearly and concisely to both business and technical audiences.

• Skilled in balancing competing project constraints: scope, schedule, cost, quality, and resources.

• In-depth understanding of the software development lifecycle, including Agile and Waterfall methodologies and the ability to blend approaches when appropriate.

• Knowledge of process engineering/re-engineering techniques.

• Ability to lead teams through change and adopt new methods, systems, and processes.

Required Qualifications

Preferred Experience

• Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS process.

• Experience working in or with a Project Management Office (PMO).

• Familiarity with Commonwealth IT procurement processes (RFP, VITA Statewide Contract, CAI SOW).
