Job Title : Cost Allocation Contractor

Project Overview:
We are seeking an experienced and qualified Cost Allocation Contractor to support the development, maintenance, and analysis of the Medicaid Cost Allocation Plan (CAP). The contractor will help ensure compliance with federal cost regulations, support accurate and optimized claiming processes, and assist with updates and integrations involving cost allocation software and state systems.
Key Responsibilities:
- Review and revise CAP submissions to ensure compliance with federal regulations; draft narrative edits as necessary.
- Identify opportunities to increase federal funding through CAP improvements and software adjustments.
- Conduct cost impact analysis related to CAP updates.
- Support the Comptroller in responding to questions from Cost Allocation Services and the Centers for Medicare & Medicaid Services (CMS).
- Deliver annual onsite training (minimum 4 hours) on cost allocation principles relevant to Medicaid.
- Provide expert guidance to senior leadership on the applicability of cost allocation and federal claiming principles in proposed initiatives.
- Update and configure the AlloCAP software for enhanced functionality and issue resolution.
- Modify AlloCAP settings to reflect changes in administrative software systems (e.g., MAGIC, SPAHRS, Workday).
Minimum Required Skills & Experience:
Candidates must have at least 5 years of demonstrable experience in the following areas:
- Medicaid Cost Allocation Plan (CAP) Methodologies
- Application of Medicaid CAP Methodologies
- Federal Administrative Cost Claiming
- Knowledge of Key Federal Regulations, including but not limited to:
- 2 CFR 200 – Uniform Administrative Requirements
- Cost Principles
- Audit Requirements for Federal Awards
- Updating and Configuring AlloCAP Software
