Job Description:
The DFPS Information Resource Management (IT Division) seeks a worker to perform in a Developer role to assist in planning and coordinating continued modernization development activities for the DFPS complex casework management system. The worker will work with technical teams comprising of technical team leads, developers, user interface/user experience engineers, and technical/functional testing analysts. The worker will facilitate meetings, elicit project details and document requirements for development projects focused on continuing modernization activities of existing DFPS Enterprise web applications including IMPACT, PEIRS, SSCC, Child Placement Portal, Incentives and Remedies and Community Based Care. The worker will also work in concert with various technical leads (e.g., PMO, CTO, and Systems Development Resources) to prioritize assigned work and develop recommendations, options, and/or alternatives as required.
This role is responsible for the following:
Define and Develop low-level design documents
Contribute to and follow software engineering best practices to create robust and standardized solutions
Work closely with Business Analysis and Project Management in executing the assigned development work
Participate in design and development activities for existing and new components
Perform full stack development including Database, Services, Web Applications, and Front-end development by utilizing various versions of programming languages and frameworks
Write scalable and high available code by following the design principles and software engineering best practices
Perform code reviews, unit testing, integration testing, test case automation, continuous integration and continuous deployment
Identify, investigate, and resolve production problems in a timely manner, based on the priority
WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
7 Expert in enterprise applications on .NET platforms
5 Experience in Oracle SQL & PL/SQL components
5 Experience in writing meaningful unit test cases, test automation (Selenium, Load Runner) and user accessibility testing
4 Expert in application development using C#
4 Expert in Web Application Development using ASP.NET MVC and Web Forms
4 Experience in ODP, ORM or similar database connectivity tools
4 Experience in SOAP and RESTful Web Services
4 Excellent communication skills verbally and in writing used when leading software development activities, working with all level of management
3 Working knowledge of continuous integration (Jenkins or equivalent)
2 Experience in Identity & Access Management, Single Sign-on, OAuth or similar technology
2 Experience in Angular, JQuery, HTML, CSS, Bootstrap

Years Skills/Experience
Strong Ability to understand, interpret, and explain business and technical requirements, provide estimation to project manager in project planning
Strong Ability to work with team members located onsite and remote
3 Experience in Static Coding Analysis using SonarQube or similar product
2 Working knowledge of Web Content Accessibility Guidelines (WCAG) 2.0 / Sec 508
