Job Description:

The Senior Applications COBOL Developer provides Technical Analyst support within the DHHS N-FOCUS Batch team. The batch team provides development, maintenance, enhancements and production support for the Department of Health and Human Services (DHHS) N-FOCUS Application.  N-FOCUS (Nebraska Family Online Client User System) is an integrated system that automates benefit/service delivery and case management for more than 30 Nebraska Department of Health and Human Services (DHHS) programs, including Child Welfare, Aid to Dependent Children, Supplemental Nutrition Assistance Program, and Medicaid.

Senior Applications Developers are responsible for all phases of development and maintenance on assigned projects under limited direction, communicates with business analysts to determine system requirements, independently researches system enhancements and problems; Performs analysis and design of computer applications; performs programming and testing; performs related work as assigned.

Will be responsible to manage small-to-medium projects or components of larger projects.

Senior Applications COBOL Developers works directly with various levels of business and technical staff to determine sound technical solutions for business requirements.

Senior Applications COBOL Developers performs production support for large, complex application and can resolve problems in constrained timeframes.

The batch system is coded in Z/OS COBOL and executes in a Z/OS mainframe environment.  

Required:

·     Must have seven (7) or more years of experience with the ability to perform development and enhancements for a large complex computer system. Ability to maintain existing code and develop new code, with strong attention to detail accuracy.

·     Technical knowledge and experience in supporting full life cycle of all phases of application development and testing for a large complex computer system.

·     Must have seven (7) or more years of experience with current experience with COBOL, DB2 database in an IBM z/OS mainframe environment.   

·     Must have seven (7) or more years of experience with current experience with relational databases, including logical design, understanding of physical design components, and complex SQL accessing a large, complex application database.

·     Must have working knowledge of the following development / testing utilities: TSO, Abend-AID, File-AID, QMF, Xpediter, Syncsort, Secure File Transfer protocol (SFTP).

·     Strong verbal and written communication skills, including the ability to gather and provide information effectively, regardless of audience.

·     Must be able to work well within a team environment and have exceptional collaborative skills. Must be service oriented with strong interpersonal skills with all levels of business and technical staff.

·     Demonstrated analytical skills that include working directly with business staff to determine sound technical solutions for business requirements.

·     Must be able to create and maintain supporting technical documentation.

·     Must be competent in overall PC skills including the use of Microsoft Office products (e.g., Microsoft Word, Microsoft Excel, Microsoft Visio, Microsoft Access, etc.)

·     Strong organization, planning, problem solving, and decision-making skills. Comfortable prioritizing and managing multiple tasks.

·     Must be a self-starter and self-motivated. Must be able to learn quickly.

·     Mentoring less experienced team members as needed.

·     Providing support and problem solving for production and test issues for large, complex applications in constrained timeframes.

·     Experience with on-call production support of a large, complex application including the ability to resolve problems in constrained timeframes. 

Preferred:

·     Bachelor’s degree in IT related field of study.

·     At least 2 years’ experience as an applications developer working on a Department of Health and Human Services eligibility and claims processing systems application (e.g., Medicaid, Medicare, or Health Insurance is highly desirable). 

·     Experience with current experience with XML Stylesheets for the generation of Correspondence.

·     Experience with JIRA, and Workfront.

·     Experience working as part of a large (40+) software development team using structured procedures and guidelines.

·     Experience with IBM database tools.
