We are seeking a SAS Programmer/ Applications Developer who will provide critical support on statistical modernization projects focused on the development of key SAS components for a major business system. This often requires that the SAS Application Developer works within a team to plan, coordinate, and develop more complex computer applications that meets BLS requirements; prepares associated application documentation, block diagrams, and logic flow charts; translate design specifications into computer program instructions, prepares test data, and conduct tests; formulates recommendations on complex technical problems with little or no guidance. Candidate may also be responsible for instructing, directing, and mentoring junior SAS developers.

Qualifications
Minimum Technical Qualifications:
At least four years’ experience writing computer software.
At least four years’ experience writing SAS program source code including:
Base SAS (e.g., data step processing, functions and call routines
SAS Macros.
SAS Procedures (e.g., Print, Transpose, Freq, Append Univariate, Means etc.
SAS Access to different products (e.g., Sybase, Oracle, PC Files), as required
SAS SQL
At least two years’ experience performing data manipulation (text, SAS datasets, and relational database tables)
At least one year experience analyzing requirements, designing, and developing applications in SAS.
Experience identifying and determining the feasibility of alternatives for software technology
Experience with at least one relational database (e.g., Sybase, Oracle, etc.
Experience in system testing, including planning, executing, developing test data, and documenting the testing.
Experience in unit testing and functional testing (specifying test cases, executing, and documenting the results
Experience with Agile development methodology.
Experience with version control software such as Tortoise SVN/GIT
Experience gathering requirements from users and supporting acceptance testing.
Desirable Qualifications
The use of version control software or software migration routines
Knowledge of the Agile framework, DevOps or other iterative development methodologies
Experience in multiple test and production environments
Experience with the BLS standard IT development products and environments
Knowledge of BLS surveys and systems
Specific experience developing statistical systems
Contract Requirements
Must be eligible to obtain Special Sworn Status – Title 13 & 26 clearance through US Census Bureau
If a foreign national, Visa must be up-to-date and demonstrated work experience here in the US for three (3) or more years
