The Department of Information Resources (DIR) requires the services of three (3) Software Engineer 2, hereafter referred to as Worker, who meets the general qualifications of a Software Engineer 2 and the specifications outlined in this document for the Texas Department of Family and Protective Services (DFPS). All work products resulting from the project will be considered "works made for hire" and are the property of DFPS. DFPS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DFPS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). The DFPS IT Division seeks a Worker to perform in a Software Developer role to assist in planning and coordinating continued modernization development activities for the DFPS complex casework management system IMPACT, PACES, PEIRS, NEICE, SSCC, ABCS, Child Placement Portal, Incentives and Remedies, Community Based Care, and other operational projects. The Worker will work with technical teams comprising of technical team leads, developers, user interface/user experience engineers, and technical/functional testing analysts. The Worker will facilitate meetings, elicit project details and document requirements for development projects focused on continuing modernization activities of existing DFPS Enterprise Java web applications. The Worker will also work in concert with various technical leads (e.g., PMO, CTO, and Systems Development Resources) to prioritize assigned work and develop recommendations, options, and alternatives as required.

The Worker is responsible for the modernization of existing DFPS' Enterprise web applications, following established standards, quality attributes, and design specifications. This role is responsible for the following: Define and Develop low-level design documents Contribute to and follow software engineering best practices to create robust and standardized solutions Work closely with Business Analysis and Project Management in executing the assigned development work Participate in design and development activities for existing and new components Perform full stack development including Database, Services, Web Applications, and Front-end development by utilizing various versions of programming languages and frameworks Write scalable and high available code by following the design principles and software engineering best practices Perform code reviews, unit testing, integration testing, test case automation, continuous integration and continuous deployment Identify, investigate, and resolve production problems in a timely manner, based on the priority Tracking Software Development Life Cycle activity metrics across all disciplines, including Requirements, Coding, Unit testing, Integration testing, Defects, Usability, and other established metrics Assess Level of Effort for individual modules Taking initiative to develop a foster a collaborative approach among teams before, during and after the requirements gathering process to achieve a common mission, vision, values and goals. The Worker must have a strong background with extensive experience in the following: Ability to plan and coordinate technical activities including work break down, assignments, estimation of level of effort, enforcement of standards, code review, build engineering, testing, and release management. Work closely with Business Analysis and Project Management in prioritizing the assigned work and providing options/alternatives. Lead the design activities for existing and new components, make recommendations to the technology leadership. Define the automation requirements in a priority order from within the team, including build, testing, and security from CI/CD perspective. Technical background with progressive experience with various versions of programming languages and frameworks. Ability to simplify design complexities for Junior Developers to meet the quality and timeline objectives. Experienced with Full stack development capabilities including Database, Services, Web Applications, and Front-end development.
