Our client is seeking an experienced technical IT Business Analyst tojoin our team in supporting the implementation and management of varioussoftware development projects. Funding will renew on 7/1.  

Dueto the growing demand for IT systems and solutions, the Iowa Department of Managementis seeking an experienced technical IT Business Analyst to join our team in supportingthe implementation and management of various software development projects. Thesuccessful candidate will have a strong background in Software Development LifeCycle (SDLC) methodologies and Agile frameworks such as Scrum and Kanban.Experience with project management tools like Azure DevOps or JIRA is highlydesirable. As a Business Analyst, they will work closely with cross-functionalteams to ensure successful project delivery and alignment with theorganization's strategic objectives.

Responsibilities:

Integration:

  •       Help in thecoordination of IT integration efforts including systems, applications, andinfrastructure.
  • ·        Collaborate withstakeholders to understand business requirements, identify integrationchallenges, and develop strategies to address them.
  • ·        Analyze existingIT systems and processes in both merging departments, identify overlaps,redundancies, and gaps, and propose integration solutions.
  • ·        Facilitatediscussions and negotiations between departmental representatives to reachconsensus on integrated processes, systems, and data management.
  • ·        Conduct impactassessments to identify risks, issues, and dependencies associated with ITintegration activities and propose mitigation strategies.
  • ·        Managecommunication and change management activities related to IT integration,ensuring effective stakeholder engagement and user adoption.
  1. Platform Migration from Google Services to Office 365:
     
  • ·        Facilitatediscovery sessions with merging agencies to understand their current state useof Google Suite
  • ·        Conductcomprehensive assessments of current Google services usage, dependencies, andintegration points to inform the migration strategy.
  • ·        Collaborate withstakeholders to define migration objectives, timelines, and success criteria.
  • ·        Coordinate withproject manager, technical teams, and vendors to design and implement themigration plan, ensuring minimal disruption to end-users and maintaining dataintegrity.
  • ·        Develop projectdocumentation to facilitate user adoption and familiarity with the new Office365 platform.
  • ·        Monitor andtroubleshoot migration-related issues, working with teams to promptly resolvethem and minimize downtime and user impact.
  • ·        Documentmigration processes, lessons learned, and best practices to guide futuremigrations and ensure knowledge transfer within the organization.
  1. Requirements Gathering and Analysis:
    ·        Engage withbusiness users, subject matter experts, and stakeholders to gather and documentbusiness and functional requirements.
  • ·        Conduct in-depthanalysis of existing IT systems, processes, and data flows to identifyopportunities for improvement and optimization.
  • ·        Collaborate withcross-functional teams to help translate business requirements into actionabletechnical specifications.
  • ·        Ensure that ITsolutions align with organizational goals, compliance requirements, andindustry best practices.
  1. Project Management and Documentation:
     

·        Develop andmanage service requests, including scope, schedule, and budget estimates.

·        Monitor projectprogress, identify and document risks, and proactively communicate updates tostakeholders.

·        Preparecomprehensive project documentation, including requirements specifications,test plans, and user materials.

·        Facilitate useracceptance testing and ensure that deliverables meet quality standards and userexpectations.

·        Collaborate withIT Dev teams to ensure successful implementation and post-implementationsupport.


Qualifications:

  • ·        Bachelor's degreein Business Administration, Information Technology, Computer Science, or arelated field, and/or a combination of education/certification and workexperience.
  • ·        A minimum 6 yearsof experience as a Business Analyst and/or Project Manager, with a preferred focuson SDLC and Agile methodologies. 
  • ·        Ability toanalyze business strategies and user needs, document specifications, andtranslate business objectives into proper system requirements andspecifications.
  • ·        Working knowledgeof Agile frameworks such as Scrum and Kanban, and familiarity with Agileproject management tools like Azure DevOps or JIRA.
  • ·        Proficient inMicrosoft Office Suite including Excel, Word, PowerPoint, Project, and Visio.
  • ·        Excellentcommunication and interpersonal skills, with the ability to work effectivelywith diverse teams and stakeholders at various levels of the organization.
  • ·        Experience withdeveloping end user documentation and process flows. 
  • ·        Guidestakeholders through business case development for newapplications/functionality, including cost benefit analysis, risks and issues,and impact analysis.
  • ·        Strong analyticaland problem-solving skills, with a keen attention to detail.
  • ·        Demonstratedability to balance multiple priorities and manage time effectively in afast-paced environment. 
  • ·        Familiarity withstate government operations and processes is a large plus.
