This position will be remote, however if the resource is not local they will need to relocate to the area when COVID clears up. Please make sure you only submit resources who are willing and able to relocate to the metro phoenix
area.
Position Summary:
As an HL7 analyst, the individual in this role will work with other program staff and external partners to set up and maintain data exchanges,especially those involving HL7. Activities include engaging and working with hospitals, laboratories, clinicians, software vendors, programs within ADHS, other state and local health departments and CDC. Some of these activities may fall under the Federal Meaningful Use Electronic Health Record program. This work includes the testing and validation of submitted HL7 messaging and ensuring HL7 transactions meet national standards.
Position Responsibilities:
- Working with partners to establish and maintain electronic interfaces
- Ensuring the proper use of HL7 and standard vocabulary
- Actively participate in in-person and teleconference meetings with partners Interested in establishing electronic interfaces
- Helping partners through the on-boarding process including testing and validation of HL7 messages
- Working with ADHS ITS to improve systems used for electronic data exchange. This includes attending routine meetings, working through e-mail, and using the ADHS Tracker tool
- Providing data and analysis to ensure continuous quality for electronic systems
- Providing advice and technical assistance to partners and stakeholders
- Conducting oral presentations to diverse audiences
- Participating in writing grants and other funding proposals
- Participating in the design and use of databases and systems for the management of critical ELR data for surveillance systems
Requirements:
- Minimum 3 years direct work experience in public health informatics or healthcare informatics
- Knowledge of Hospital workflow, electronic health record systems, and electronic interfaces
- Knowledge of the structure of HL7 and how to build/validate HL7 messages
- MS Office application software (Access, Excel, Outlook, PowerPoint) as a workplace solution for organizing tasks
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
- Ability to run basic SQL database queries
- Knowledge of standardized coding for health information exchange, such as LOINC, SNOMED and ICD-10-CM
- Analyze problems, break them down to their elemental level, and propose and test possible solutions
- Apply clear and simple methods of organization to complex situations
- Communicate clearly, courteously and concisely

Qualifications:
The ideal candidate will have:
- Certification in HL7, preferably version 2
- Obtain HL7 certification status within one year of employment
- Learn application software, such as Electronic Laboratory Reporting or Syndromic Surveillance, and demonstrate proficiency in their use after the first 3 months of employment
