Title: Project Manager (Voter registration, elections management)

Location: Hartford, CT

Duration: 20 Months  


Work Location: Primarily remote, but may be required to attend meetings in or around Hartford, CT and/or work from the SOTS Office at 165 Capitol Avenue, Hartford, CT.  The state will supply the project manager with software and hardware necessary to accomplish the job, but the project manager must have a reliable internet connection at his or her remote location. 

The project manager will report primarily to the SOTS Agency IT Manager and the Director of Legislative Elections and Administration but may receive direction from other SOTS staff as required by the project.  The project manager will be responsible to ensure the project is implemented successfully by the project vendor within the specified timeframe and the budget allotted.  The project manager’s duties will include:

  1. System Requirements Gathering
  2. RFP Generation
  3. Evaluation and Award Coordination and Support
    1. Proposal Response Evaluation
      1. Business
      2. Technical
  • Coordinate Orals and Demonstrations
  1. Support Contract Development
  1. Implementation Project Management
    1. Project Planning
    2. Vendor Onboarding
    3. Project Oversight
    4. Coordinate state and SOTS resources to ensure timely completion of project tasks
    5. Change Management
    6. Environment and Security Reviews
    7. Issue Management & Escalation
    8. Coordinate User Acceptance Testing
    9. Coordination of training for approximately 1000 Users statewide
    10. Tracking project budget, invoices, purchase orders and other project financial data
    11. Coordinating and scheduling project meetings
    12. Compiling project reports and summaries 
  1. Post Implementation Assessment 

SOTS will only consider candidates that meet the following requirements:

  • 10+ years of medium to large project management experience
  • 5+ years of elections systems experience (voter registration, elections management, election night reporting, etc.)
  • Strong change management skills and training
  • Vendor management skills and training
  • Strong Communication skills
