Support all aspects of the DHDR solution including providing guidance to the operational team. Manage the DHDR application planning, development, maintenance and operational support at varying levels of detail, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology (UPM), Project Management Institute (PMI), OPS Enterprise Architecture and Gating Process, and Agile Systems/OPS Standard Systems Development Methodologies Lead the I&IT team to use standard OPS tools and methodologies, as well as leading-edge technologies to align the project with the business requirements, specifications and user acceptance criteria Make sure the application follows the HSC cluster GO-ITS and Digital Health standards, architectural framework for usability, scalability, security, privacy, ITS service management, and continuity of operations plans Prepare and/or review deliverables, integrated project plan and project documentation to support the design, development, testing, implementation, maintenance and adoption of the Digital Health Drug Repository and Program. Identify and analyze risks and issues, trends analysis and mitigation strategies, related to jurisdictional drug information systems, e-prescribing solutions, consumer health applications Provide weekly management level status report using confluence and other branch reporting tools Create executive and/or stakeholder reports as required (ad hoc) Manage the proposal and transition of the DHDR solution to Ontario Health Digital Services Ensure guidelines and specifications for clinical systems interoperability for drug data for systems including but not limited to electronic medical records, hospital information systems, provincial clinical viewers and consumer/patient solutions are established and maintained Work with the DHDR business and policy teams to analyze and support the development of business workflows and processes to manage the privacy and security requirements in compliance with the legislation and regulations. Lead and manage the consultation sessions with key partners and stakeholders, including but not limited to health care providers (physicians, pharmacists, nurse practitioners), community pharmacy dispensing agencies, pharmacy software vendors, as well as pharmacy associations. Review the current sustainment activities and ensure the orderly organization of work so that, the appropriate stakeholder management is addressed accordingly including transitions to alternative support organizations. Support the development and ensure sustainable operational processes for the Digital Health Drug Repository and identify improvement opportunities to ensure operational efficiencies. Participate in the update and or creation of other digital health care solutions in the branch, ministry or broader public sector. Skills Experience and Skill Set Requirements Technical Skills Technical Skills (10+ years) Project management experience leading complex, mission critical projects or initiatives involving business transformation, and design, development and implementation of IT solutions; Experience in applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches; Developing and/or supporting the development of training and communication materials in support of large system implementations; Experience leading a team of business analysts, designers, developers and working with cross-functional teams; Experience in managing projects using agile methodologies for the analysis, design, development and implementation of applications in large complex environments; and Experience with large complex IT Health related projects. 20% Project Management Project Management Skills (10+ years) Lead business and project planning for specific initiatives or projects; Gather and develop requirements in order to create and maintain a detailed project schedule and integrated plan; Act as the senior business/technical expert, coordinates all aspects of a specific deliverable including the oversight of team members where appropriate; Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; Articulate and prioritize issues and risks at senior executive levels and recommends mitigation strategies for decision makers; Establish and participate in working groups and stakeholder forums; Provide, project, program, and/or portfolio reporting to multi-stakeholders at management levels; Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out; Anticipate and resolve problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations; Identify conflicts and communicate deliverable conflicts or issues to the engagement lead or client manager; Build positive relationships by developing an understanding of business and deliverable needs; Develop mechanisms, frameworks, processes and procedures for implementing the deliverables as it relates to the Digital Health Drug Repository; Prepare reports, presentations, including options, recommendations, implementation plans, designs, strategies and change-management options; Work with business analysts and system designers to translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs and define project scope. Assist with the development of business requirements; Plan timelines and the resources needed; Identify project and strategic risks and provide mitigation strategies; Work with teams to apply the best practices in design, development and deployment, to meet the functional and non-functional requirements, adhering to GO-ITS and Digital Health standards and internal branch standards and in some cases proposing amendments to those standards; For each DHDR project related initiative, proactively manage above approved plans and work with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations. Develop, maintain and regularly complete any reporting or dashboard tools required by the Project Sponsors.
