RQ00731 - Project Manager/Leader Intermediate Toronto, ON Start Date 2021-04-01 End Date 2022-03-31 Rate: CAD $ 600/Day Assignment Type: Onsite Security Level: No Clearance Required # Business Days: 249.00 Description MSP Notes Shortlisting Date: Tuesday, March 22nd at 2:00 pm EST Maximum number of Candidate Submissions: 1 (One) Must Haves: Demonstrated experience effectively managing large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts, and reconciliation and confirmation of actuals Nice to Have: Public Sector Experience Deliverables/Skill Sets Requirements: Project background information: Highway Corridor Management is a legislated regulatory function under the Public Transportation and Highway Improvement Act which plays an important role in the economic development of the province and is critical to: Ensuring the safety of the travelling public for example, by protecting against distractions and obstructions Ensuring the operating efficiency of Public Highways Protecting the highway corridor for future expansion The initial release of HCMS primarily revolved around a public and employee portal interface to support the application and issuance of Highway Corridor Management permits. It was acknowledged that there were several remaining non-critical items required to fully complete the initial scope of the application. In June 2017, the new Highway Corridor Management System (HCMS) went live. It allows construction companies, developers, municipalities, utility companies, conservation authorities, and the general public fill out and submit permit applications online for activities on or near provincial highways. This resource will be used to complete the non-discretionary work that was outlined in the scope of the HCMS v1.1 project. The goal of this HCMS v1.1 maintenance and support engagement is to work towards addressing the remaining functionality required to complete the original scope of HCMS. This remaining functionality is covered by 45 requirement sets that have been documented. Completion of these requirements will make HCMS fully functional and in alignment with the Ministry's goals. Completion of HCMS v1.1 will also pave the way for additional functionality to be defined in HCMS v2.0. Deliverables: The purpose of this RFS is to acquire one (1) project manager/leader, level 2, to assume the day-to-day planning, management, and control of multiple client engagement initiatives that provide development, hosting, and maintenance and support of LTC solutions. The Services and Deliverables to be provided by the Vendor will include the following: Provide expertise to all aspects of the project(s) related to compliance with the established methodology Coordinate and manage tasks related to completion of integrated project schedules and activities Establish and lead project governance activities including client-facing steering committees Provide regular written status reports Participate in status meetings as required Work with a team comprised of both employees and consultants Ensure knowledge transfer for full-time staff Coordinate multiple project activities and task assignments Maintain project plans and schedules Maintain issues and risk logs Provide status reports to steering committees Monitor project schedules, budgets, and deliverables Identify, resolve, and escalate issues as necessary Adhere all required corporate project management standards Chair regular status meetings with project team leads and clients Skill set requirements: Communication and mediation skills to liaise with LTC clients and resources to ensure client projects are progressing according to schedule Experience gathering and developing requirements in order to create and maintain a detailed project schedule and integrated plan Experience sourcing, selecting, and on-boarding team members in various disciplines, and clarify roles and responsibilities and set task, deliverable, and performance expectations for resources Experience developing complex project budgets based on multiple funding channels and cross ministry dependencies Ability to effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts, and reconciliation and confirmation of actuals Demonstrated ability to proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed.
