Contract - 12 Months

Rate is in the range from $66/hr to $84/hr on W2 without benefits.

Enterprise Project Manager – Job Description

DESCRIPTION

The City of Phoenix is seeking an experienced and highly motivated Information Technology (IT) Project Manager to manage various technology projects for the Project Management Office (PMO). Phoenix currently has multiple openings for an Enterprise Project Manager. The position is full-time, 40 hours/week, with occasional work outside of regular work hours. We have several important initiatives underway in need of immediate project management oversight.

Openings:

There is one opening to support the City IT and Finance Departments in planning and executing an SAP (ERP) modernization effort . The scope includes migration of the current platform to the Cloud and a database upgrade. 
There is one opening to support the Water Services Department technology initiative to upgrade the Oracle Mobile Workforce Management (MWM) system . Upgrading this technology will allow the Water Service Department to provide all Phoenix residents safe water and wastewater processing.
There is one opening to support the Phoenix Police Department and justice partners' technology initiative to procure and implement a Records Management System replacement. The project is currently under procurement working within federal and state mandates to deliver a timely and sustainable solution. 
There are two openings to support the Planning and Development Department's ongoing planning and permitting system upgrade . The SHAPEPHX project needs additional project managers to assist with agile software development, management, and facilitation.
All positions report to the Information Technology Services Department PMO division but may provide project management services to deliver critical business initiatives for any of the City’s 30+ departments. This position will also contribute to the further development of the City’s PMO Center of Excellence.

PROFESSIONAL COMPETENCIES

The project complexity and visibility for all initiatives under the PMO are high. Therefore, the individual selected for this position must understand diplomacy, command control of the project, possess active listening skills, and have the high emotional intelligence to juggle multiple stakeholders. The desired candidate is a quick starter, demonstrates advanced business acumen, and has strong negotiation and public relations skills. The PM must be able to demonstrate their attention to detail, documentation, and organizational skills. Adaptability and flexibility to work within the city culture are critical to project success. Additionally, the candidate must have a proven track record of adherence to PMO governance and best practices working in a high-matrixed environment.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  •  Three years of experience leading large scale technology projects
  • Three years of leading project teams with multiple project sponsors
  •  Bachelor’s degree in business administration, management, information technology, or related field
  • Project management-related certifications (i.e., PMP, PMI-ACP, CSM, etc.)
  • Excellent customer service and ability to convey project needs and risks to the business, technology, and executive stakeholders
  • Exceptional attention to detail and ability to produce truthful, timely, and concisely written documentation and presentations
  • Three years of vendor management experience
  •  Procurement experience (RFP, RFI, RFQ, etc.)
  • Advanced proficiency with MS Word, OneNote, Excel, PowerPoint, Project/PWA, Visio

PREFERRED EXPERIENCE AND TRAINING

  • 5+ years of experience as a project manager leading complex technology projects across financial data software implementation, cybersecurity, and infrastructure.
  • Experience in ERP upgrade initiatives. Experience with SAP S/4HANA implementations desired.
  • Master’s degree in management, information technology, or related field
  • Other certifications and skills such as Agile, Scrum, Lean, Kaizen, and Organizational Change Management are a plus
  • Experience with conducting project governance over a multi-stakeholder environment
  • Different combinations of experience and education that meet the minimum requirements may be substituted
