Description:

This position is for a Program Manager to assist the State of Michigan Enterprise Portfolio Management Office with the evolution and continuous improvement of Project, Process and Product Quality Assurance Services. This work will include expanding the current service scope beyond project management to complimentary areas, such as IT Investment, Readiness, Portfolio Management and Systems Engineering.

The Program Manager will work with the State PPQA Program Manager, Senior Project Manager PPQA Lead, and Portfolio Office Managers to establish /evolve quality evaluation criteria and effective measurement processes. This position will also configure and build tools to collect, analyze, monitor, and report quality assessment results. Analysis and reporting will involve (1) identifying project, process and product areas for improvement, (2) issuing recommendations and performing follow-up on those recommendations, and (3) contributing to guidance, communications and training to improve all project related services. Additionally, this position will contribute to PPQA daily operations by performing Quality Assurance Reviews and preparing reports to document the results of those reviews.

We are looking for a strategic doer, who can contribute, collaborate and help build a valuable, sustainable quality assurance program. The candidate must be comfortable supporting a hybrid workforce (combination of on-site and remote work) at all levels of the organization. Applicants should possess exceptional analytical, communication and follow up skills along with significant experience in IT project management.

Basic Duties:

  • Perform PPQA assessments, analysis, reporting and follow-up on active IT Projects at various stages in the project lifecycle, ranging from project ideas through execution and close, and benefits realization.
  • Conduct PPQA analysis of project and program quality and compliance trends and conditions, prepare metrics and reports documenting those items.
  • Create, update and maintain PPQA Dashboards and Executive Reports.
  • Prepare recommendations to improve IT Investment Management, Project Management and Systems Engineeting Methdologies.
  • Work with Agency and DTMB Partners to identify topics and areas for inclusion in the Quality Assurance Program, establishment of target thresholds, and develop reports to communicate results.
  • Utilize the State of Michigan's Portfolio, Program Management Tool (Clarity) to prepare project schedules, assign resources and management budgets for quality assurance services.
  • Contribute to and partiicpate in project tailoring services to help ensure that IT programs and projects select the most appropriate deliverables for their specific project type
  • Prepare information for presentations geared to various audiences ranging from executives, managers and project team members.
  • Mentor staff on tips, techniques and best practices to be utilized for project quality assurance services, as well as project management services.
  • Perform related work as is deemed necessary by the supervisor.
  • Inform supervisor of issues and risks as they arise and statuses in a timely manner as they change.
  • Participate in any DTMB or statewide IT initiatives as necessary, appropriate, and required by supervisor.

Experience

Experience in performing audits, quality assurance or independent validation and verification services.

Proven knowledge, skills and experience in assessing work products and providing recommendations for improvement.

In-depth knowledge of and experience in IT project management, including industry standard and best practices.

Experience providing project management services for various project delivery approaches, including but not limited to, Agile, Agile Kanban, Agile Scrum, Hybrid, Propriety and Waterfall.
