The Client, State Transforming Agency Resources (STAR) Program Office is seeking an experienced Supplier Contract Management Implementation Consultant to join our team. The primary responsibility of this role is to facilitate the successful implementation of PeopleSoft 9.2 delivered Supplier Contract Management (SCM) module to streamline Client contract management processes. The ideal candidate will possess a deep understanding of public procurement processes, contract management, and the Procure to Pay suite of modules within the PeopleSoft Financials and Supply Chain Management (FSCM) system.
In conjunction with the SCM Project Manager, the candidate will serve as the lead system analyst and provide the necessary technical expertise to lead and support the end-to-end implementation of the SCM module, from project initiation to post-deployment review. The ideal candidate will follow a customer-centric approach to understanding and meeting the needs of internal and external stakeholders with an ability to adapt to changes and evolving project requirements, should they encounter any unexpected challenges. The successful candidate must be able to successfully configure and deploy the selected functionality of the SCM module and integrations within the Procure to Pay suite of modules and will be required to lead, conduct or participate in all of the following tasks:
Requirements Gathering: In collaboration with the PM, work with stakeholders to gather and document business requirements, ensuring that the resulting implementation aligns with the STAR organizational needs. System Configuration: Configure the SCM module to meet the specific requirements of the STAR organization, including contract templates, workflows, and approval processes.
Data Migration: Plan and execute data migration activities, ensuring the accurate transfer of contract data from legacy systems to STAR. User Training: Assist with the development of training materials and conduct user training sessions to ensure that end-users can effectively navigate and utilize the SCM module. User Acceptance Testing (UAT): Facilitate UAT activities, including test plan creation, test case execution, issue resolution, and user feedback collection.
Issue Resolution: Identify and address issues and challenges that arise during the implementation process, working closely with the PM and business stakeholders to devise effective solutions.
Documentation: Maintain detailed documentation of configurations, processes, and best practices for future reference.
Stakeholder Communication: Maintain clear and effective communication with project stakeholders, providing regular updates on project progress and addressing concerns promptly.
Post-Deployment Training and Support: Assist with the provision of ongoing training and support to end-users post-implementation, ensuring a smooth transition to the new module.
Strong understanding of the delivered SCM module and demonstrated ability to implement SCM without any additional bolt-ons or customizations required.
Contract Authoring and Creation using a contract template library, clause library, version control, etc.
Contract Lifecycle Management initiating and tracking requests using a wizard or other equivalent function, workflow, internal and external collaboration, electronic signatures, amendments and version tracking, notifications for contract milestones, renewals, and thresholds, document storage, etc.
Integration with the Procurement and Financials suite of modules and the upstream/downstream impacts on other Procure to Pay modules such as eProcurement, Purchasing, Accounts Payable, Strategic Sourcing, eSupplier and Commitment Control.
A demonstrated ability to lead all aspects of a Supplier Contract Management module implementation as described in the position description
Proficiency in functional design best practices.
Ability to provide clear and thorough direction to others.
Knowledge of the activities, tasks, practices and deliverables for assessing and documenting business opportunities; ability to assess the benefits, risks, and success factors of potential applications.
Knowledge of methods and techniques to gather, analyze and record required business functionality and non-functionality requirements; ability to analyze these requirements to ensure the success of a system or software development project.
Knowledge of the activities, tasks, deliverables and techniques for documenting current business processes; ability to identify problems, opportunities, and processes to successfully realize improvement.
Knowledge of the technical language and writing approach, and the ability to write paper-based and on-line technical reference documentation (guidelines, standards, procedures, processes, applications, etc.)
Knowledge of the activities, tasks and deliverables to conduct and validate system integration testing, user acceptance testing, and end-user training specific to the Supplier Contract Management module.
Knowledge of and ability to manage work activities, processes and progress within a system to improve organizational efficiency and effectiveness.
Exceptional technical skills and abilities that demonstrate a strong understanding SCM and ability to perform all required tasks as outlined in the position description
Solid understanding of the underlying data structures and database tables within the Supplier Contract Management module and other Procure to Pay modules impacted by SCM such as eProcurement, Purchasing, Accounts Payable, Strategic Sourcing, eSupplier and Commitment Control.
Ability to perform data conversions, including extraction, transformation and loading along with a familiarity of Excel-to-CI and a strong understanding of the PeopleTools architecture.
Strong skills in writing SQL statements and creating and managing queries in PeopleSoft Query Manager. top 3 nice to have skills plus years of experience
Experience providing user training and functional support for the Supplier Contract Management module and other Procure to Pay related PeopleSoft modules with 7 years of progressively responsible and directly related work experience.
Experience working with the Fluid User Interface, Workcenters and Homepages is strongly desired; specifically, Fluid eProcurement and Fluid Approvals.Ability to prepare and deliver informative and well-organized presentations and provide project status reviews to stakeholders, process owners, and customers.
Experience
Minimum of 5 years and/or 3 implementation is the last 7 years other experience as described in the position description
Extensive experience working with PeopleSoft Financials and Supply Chain Management (FSCM) 9.2 and PeopleTools 8.58 (or later release).
Experience in System Development Life Cycle (SDLC) for multiple FSCM implementations along with Procurement life cycle.
Specific experience must include either a minimum of 5 years of experience with, or 3 successful implementations of, the PeopleSoft Supplier Contract Management (SCM) module within the previous 7 years. The experience/implementations must include (but not be limited to):
