We are seeking a highly experienced Oracle OTL (Oracle Time and Labor) Consultant to join
our remote team supporting public sector clients. The ideal candidate will have 15 20 years of
Experience with Oracle ERP implementations, including extensive hands-on work with Oracle
OTL, Time Collection, and Payroll integrations in public sector environments.
This role requires deep knowledge of time and labor configurations, business rules, and
compliance requirements typical of government agencies, educational institutions, and similar
organizations.
Key Responsibilities:
Lead the implementation and enhancement of Oracle Time and Labor (OTL) modules
within Oracle EBS or Oracle Cloud HCM.
Analyze public sector timekeeping requirements and translate them into scalable,
compliant Oracle OTL solutions.
Design and configure time collection rules, timecard layouts, approval workflows, and
absence management integrations.
Support integration with Payroll, Projects, and Absence Management modules.
Conduct stakeholder workshops, gather requirements, write functional specs, and
support testing and training activities.
Provide production support, troubleshoot issues, and optimize system performance
post-go-live.
Ensure solutions comply with public sector time reporting and labor cost allocation
standards.
Required Qualifications:
15 20 years of overall experience in Oracle ERP/HCM projects, with 10+ years
focused on Oracle OTL.
Proven experience in Oracle EBS (R12) or Oracle Cloud HCM implementations
involving Time and Labor.
Strong understanding of public sector timekeeping policies, union rules, and labor
compliance.
Experience with integration to Payroll (Oracle or 3rd-party) and Projects.
Ability to manage multiple stakeholders and lead end-to-end OTL delivery efforts.
Excellent communication and documentation skills.
Preferred Qualifications:
Hands-on experience with Oracle Cloud Time and Labor.
Familiarity with Fast Formulas, HCM Extracts, or BI Publisher for custom reporting.
Experience with time collection devices and interface development.
Oracle Cloud or EBS certification is a plus.
Previous work with state/local government, K-12, or higher education institutions.
