Position Overview / Statement of Work
The OPAL Project is a large, multi-year, complex project, which will require substantial business process redesign and change management to be successful. The current accounting and procurement systems are COBOL mainframe applications over 25 years old. A main goal of the project is to modernize and optimize internal processes, many which have developed because of the rigid legacy technology, rather than best practices. Adding to the project’s complexity is the breadth of services provided by the City and accounted for in the systems being replaced. The City’s annual operating budget of $4.7 billion supports the work of over 52 agencies.
The following is an overview of the position.
· Communications Lead - The City is seeking to hire a full-time contractual position to perform the Communications Lead Role on the Financials, Grants, Procurement, and Supply Chain Process Redesign and Planning Project. The OPAL Communications Lead will be responsible for planning, preparing, and leading the communications related activities working with the key agency and central department subject matter experts, leading the software evaluation activities, outlining the overall communications strategy and plan, leading the execution of communications efforts, and creating the next phase project plan. This role will also be responsible for reporting status to the OPAL Change Management Lead.
Work activities:
Create communications strategy, plan, and timelines.
Develop and lead the execution of the communications plans.
Create and distribute communications content to impacted stakeholders and project team members.
Create and deploy the communications templates and standards including designing, configuring and maintaining two-way communications methods via Office 365 or other Office Automation technologies.
Meet deliverable schedule.
Collaborate with the team members to create and distribute communications content to impacted stakeholders and project team members.
Liaise with functional and technical teams to facilitate issue resolution and completion of deliverables.
Escalate issues which affect delivery and quality that are beyond scope of influence.
Providing accurate and detailed weekly task reports.
Engage subject matter experts and working group members to gather information, provide input, participate in workshop sessions, and review and approve work products created.
Present work products to the Change Management Lead, Project Management Office to facilitate their approval.
Track multiple work product progress and completion using Microsoft Project, Excel spreadsheets, SharePoint, Visio, PowerPoint, Work, etc.
Summarize and report periodic status to the Change Management Lead and Project Management Office.
Skills/experience REQUIRED of the assigned staff:
More than 10 years of ERP and/or BI selection and implementation/upgrade experience as a communications lead.
Ability to keep data confidential.
Industry and/or consulting experience with hands on skills working on technology-enabled process and organizational redesign and change initiatives.
Hands on experience with communications and web portal delivery tools.
Knowledge of Full Systems Development Lifecycle (SDLC) from a Communications perspective.
Experience creating communications content and delivering this content to impacted stakeholders.
Experience with financial, grants, procurement, supply chain business and business intelligence processes within public sector, higher education, or healthcare industry clients.
In-depth knowledge and hands-on experience working on vendor enterprise resource planning packaged software and business intelligence/data warehouse solutions that focus on providing public sector, higher education, and healthcare functionality and technologies such as Oracle, Workday, Microsoft, SAP, Infor, and related Cloud Business Intelligence Solutions.
Extensive experience working on teams comprised of integrated client, consulting firm, and/or independent consultants.
Experience working on upgrade and/or implementation projects in a multi-entity shared services and distributed transaction processing environment with employee populations of greater than 30,000.
Experience applying communications concepts and techniques on ERP and BI related projects
Strong problem solving and analytic skillsets.
Strong verbal and written communication skills with ability to create leader, user, and project documentation and procedures, clearly and concisely.
Strong meeting facilitation and interviewing skills.
Meeting presentation skills.
Skilled in creating electronic-based end-user communications content.
Ability to work well with individuals at all levels within and outside the organization.
Extensive collaborating skills and ability to create high quality and timely deliverables.
Ability to work well under pressure in a fast-paced organization.
Expertise with Microsoft Office suite of products such as Word, Excel, PowerPoint, Visio, Access, MS Project, and SharePoint and/or equivalent.
