Position: Medicaid Project Manager - T-MSIS, Data Governance, EOTSS & EOHHS
Location: Boston, MA
Duration: 12 months

Responsibilities:

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

T-MSIS Governance

Provide for the ongoing T-MSIS Governance in jointly defining, planning, executing, monitoring, and requiring ongoing assurance through regular stakeholder engagement and communication, ensuring compliance in CMS T-MSIS reporting.
Maintain professional relationships with Business (Program) and IT leadership, with internal & external stakeholders, with other EOTSS & EOHHS organization service units, and end users.
Conduct weekly\monthly update status & resolution meetings with the many CMS stakeholder groups in discussions of T-MSIS related technical topics, outstanding data quality issues, errors and any missing items.
Participate in continuous improvement workshops and in documenting supporting policies, processes, and procedures especially where new processes have been created
Maintain the Governance Teams Risks, Actions, Issues, and Decision (RAID) tracking. Jointly manage, track, and report on open issues, plans of actions, and T-MSIS CMS TPI performance reporting on a weekly basis to the Leadership Teams.

Project Management and Communications

Lead, facilitate, and develop detailed project plans, work breakdown structures, project checklists, cost estimates and budgets to meet established time frames, funding limitations, staffing availability, and maintain project timelines and deliverable status. Maintain and monitor project scope
Responsible for planning, managing, and monitoring business application implementations, upgrades, migration activities, business & security requirements, managing milestones and deadlines, project budgets, resource utilization, procurements, costs, payments, and vendor contract management.
Maintain comprehensive supporting “plan of actions” in the areas of quality control, risk management, change management, testing, and other associated project management areas related to the T-MSIS project.
Coordinate with leadership on any change in Agency priorities including with Executive Leadership, IT Strategy and Project Management Offices (PMO), and other IT teams as needed.
Ensure adherence and compliance with all EOTSS, EOHHS, Security, and MAH department policies, guidelines and objectives
Create and maintain effective project communication strategies and plan that allows for crisp clear communication of project status, arc of project work, risk and roadblocks.

Procurement and Vendor Management

Participate on Strategic Sourcing Teams (RFI, RFQ, RFR, RFP), bidder evaluation processes, and provides procurement support to the Agency.
Lead and\or participate in the contract negotiation process, negotiating contract types, pricing, key terms, service level requirements, Key Performance Indicators (KPIs), and other performance metrics appropriate to the services being procured obtaining the appropriate approvals prior to execution.
Maintain proper document control in the procurement and contract lifecycles.
Translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users alike.
Manage vendor contract and invoices and maintain spending and costs sheets for T-MSIS Project and Financial Reporting

Budget and Financial Reporting

Work with Financial Analysts to prepare and maintain project budgets, project cost tables, resource labor costs, and funding requests for approval by state and federal agencies.
Prepare PowerPoint presentations and spreadsheets to convey various project events such as project status, project overviews, project budget, and capital funding requests used for review with IT and business stakeholders and government representatives.

EXPERIENCE and Qualifications

PMI Project Management Professional (PMP) or PMI Program Management Professional (PgMP) Certification
Bachelor’s degree in Computer Science or equivalent experience
Minimum (5) five years of IT PM with extensive hands-on experience requires demonstrated experience as a lead program\project manager with full accountability and financial oversight responsibility.
Demonstrated leadership experience with strong organizational, presentation, and customer service skills, to include excellent oral and written communication and presentation skills
Demonstrated ability to conduct detailed planning, manage integrated project plans, perform RAID (Risk, Action, Issues, and Decisions) successfully in a multi-team environment.
Demonstrated ability to manage program benefit delivery through managing Plans of Actions to mitigate all project risks
Ability to develop and maintain effective relationships with management, end users, and project team members
Knowledge of the related Project Management toolsets, standards, and software (i.e., Microsoft Office; Excel, Word, PowerPoint, Visio, Projects)
Preferred experience in working with EDI, ETL, or Data Warehouse initiatives
Preferred experience in working with Data Quality Management (DQM) controls, mapping, validations, and review.
