Job Description :

NC Department of Health and Human Services (DHHS) Information Technology Division (ITD) seeks a Project Management Analyst to support a large IT portfolio.

This position is more of a PM Analyst position. We are seeking a PM Analyst to support a Portfolio Manager and executive leadership in

1.  creating expert-level sophisticated PowerPoint presentations with minimal guidance,

2.  managing the alignment (establishing inter-dependencies and links between different project schedules),

3.  managing overall portfolio schedule quality (working with Project Managers to clean up schedules) of multiple projects in Microsoft Project Pro Server,

4.  producing complex and visually appealing resource usage and other reports and graphs out of Microsoft Project Pro Server, 

5.  building and managing Tableau reports, and

6.  creating organization charts and process flow diagrams in Microsoft Visio.

The Project Management Analyst will work as part of the IT Portfolio Management team to support the IT Portfolio Management Office with direction, structure, and execution in the following areas:

 

Supporting project management leadership:

 

Apply project management principles and resources to drive and focus the project as needed, on behalf of the IT Project Manager, on its goal of implementing on schedule. Provide leadership support, identify and execute mitigation strategies, and escalate items as needed.

 

Create executive-level reports, especially in Microsoft Powerpoint, presenting information targeted for an executive audience, such as project sponsors, governance boards, etc.

 

Participate in collaborative discussions at project team meetings.

 

Prepare presentation materials for the Project Manager and Portfolio Manager to present at meetings.

 

Update Client team’s schedule in MS Project, which will feed into Master Project Schedule.

 

Take meeting notes, captures a summary of any outstanding items, and tracks project and portfolio activities and performance..

 

Leads the updating and maintenance of the Portfolio's Integrated Schedule (in Microsoft Project Server) to reflect all project activities. Creates inter-dependency linkages between individual projects, extracts data such as resource demand and usage at the project and portfolio level over time, and creates presentations using graphs and other visuals to present the information to executive audiences.

 

Conducts updates, analysis, and maintenance activities following the scheduling standards from the Schedule Management Plan. Update project level task status on a weekly basis, report status and variances, and level resources, as assigned.

 

Facilitates rolling wave planning, analysis, and risk assessment of projects and the Master Integrated Schedule.

 

Identify and monitor the critical path in the Master Integrated Schedule.

 

Perform “what-if” analysis to reflect the impact of a proposed change on the project scope/requirement, schedule, and resource availability. Develops robust Change Requests (CRs) as needed, including detailed data regarding alternatives to the proposed approach.

 

 

Review and update the Project Management Plan and the Staffing Plan to reflect the key elements relevant for the remainder of the project.

Work with the project team members to develop and maintain a comprehensive cutover plan pulling in all activities to be completed during the cutover phase of the project.

 

Review, develop or update the practices in the IT PMO. This may include identification and execution of actionable processes that are relevant for the remainder of the project, scheduling, assigning tasks to team members, providing guidance in the process, and monitoring the completion of tasks.
