Nice to Have: Public Sector Experience A note on Assignment Type: This position is currently listed as "Hybrid", however, the consultant will be remote due to COVID-19 related Work From Home (WFH) direction. Once the IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well. A note on Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value Responsibilities Provide professional information architecture expertise, and undertake comprehensive architecture needs assessments and complex reviews in support of systems/infrastructure needs for clients (i.e. I&IT clusters, their clients and enterprise I&IT organizations To participate in enterprise-wide and cross-jurisdictional architecture projects with information components. General Skills Defines, identifies and describes information architectural requirements with clients, and obtains I&IT management approval. Develops and obtains approval for detailed plans and resource estimates for large- scale and complex information architecture projects and/or components of other projects with information architecture elements. Ability to complete complex information architecture reviews and assessments, development and/or support projects, to support new and changed enterprise priorities and initiatives, and client clusters' and their clients' information architecture and/or business needs. Researches, develops, implements and maintains information architectural policies and standards, as approved by management Ensures integration with related corporate and client cluster policies and standards, and incorporation of best practices in the industry. Provides general and situation-specific information architecture interpretation advice and expertise to other project and/or enterprise-level I&IT project teams, client management and staff, cluster clients, and external contractors. Leads and or/participates in highly sensitive information architecture investigations. Develops information architecture specifications for RFPs and participates in assessing bids and negotiating contracts/SLAs with service providers and vendors Demonstrated experience developing checkpoint deliverables and creating necessary artefacts for checkpoints Knowledge and experience creating information architecture artefacts such as logical and information data models Desirable Skills Experience with Computer-Aided Software Engineering (CASE) tools such as Power Designer Knowledge and understanding of Information Modeling (GO-ITS 56.3 Information Modeling Standard) principles, concepts, policies, and practices Knowledge of Enterprise Architecture Governance (Architecture Review Board Submissions Requirements) Skills Experience and Skill Set Requirements Experience & Skill Set Architect requires expertise in providing advise and direction on enterprise architecture, standards and policies, project planning and solutions delivery, stakeholder relationships, and team leadership and training. Specific areas of expertise include the following but are not limited to: I&IT Knowledge : 25% You have expertise in I&IT enterprise architecture (business, technology, applications, security and/or information), IT strategies, policies, standards, plans, current and emerging enterprise architecture principles, methodologies, mechanisms and techniques. You have knowledge of concepts of security in order to provide practical expertise to meet complex and/or diverse cluster/corporate needs. You have knowledge of industry standards to provide state of the art advice, including systems analysis, design, development, testing and implementation methods, tools and techniques; technology data, and networking techniques. You can apply leading industry and OPS-wide best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies. You have knowledge of business process modelling, data modelling, and/or information resource management, business analysis, design and process re-engineering. Analytical and Problem-Solving Skills : 15% You have analytical and problem-solving skills to: develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/ external stakeholders and broadly defined business objectives; resolve significant integration and technical issues to address multiple systems/applications linkages, interdependencies and impacts where requirements are not initially clear; research and recommend innovative systems architecture alternatives and integration strategies; plan and coordinate all phases of complex multi-ministry/cluster architecture for systems supporting both internal/external clients and stakeholders; and develop appropriate performance measures that are adaptive and responsive to address the continuous introduction of new and emerging technologies, use of unfamiliar or unproven technology, broadly defined or undefined business and systems requirements. Leadership and Negotiating Skills : 10% You have leadership and negotiating skills to: provide guidance, training to project teams and consultants retained for architecture project activities; provide technical guidance to unit systems staff; schedule activities, explain procedures, develop learning plans and monitor work progress; establish effective working relationships, obtain buy-in for systems development, promote systems to senior management and stakeholders; and provide advice and recommendations to management staff regarding the most effective architecture system strategies. Communication Skills : 10% You have written and oral communication skills to: present IT strategies and solutions to senior management; advise regarding approaches to contentious systems architecture issues; deliver presentations to clients and stakeholders; interview highly skilled IT professionals; lead planning sessions with corporate IT groups and stakeholders; and lead project status meetings and other cluster/corporate committees to discuss/determine strategy for systems architecture priorities and change management directions. Consultation, Collaboration and Facilitation Skills : 25% You have consultation, collaboration and facilitation skills to: consult with multiple stakeholders and clients to advise on technical issues; facilitate discussions among stakeholders with different interests; encourage participation in the systems design process; and negotiate customer service agreements and resource requirements with client senior management and other IT groups to minimize service delivery issues.
