Important Note: Candidates selected for this opportunity are required to physically attend meetings in Austin, TX, with minimal notice and physically pick up agency issued equipment in Austin, TX on their first day of contract. Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.

DESCRIPTION OF SERVICES:
•        Work under the direction of CTO Team and drive the adoption of Microsoft Azure Directory services, Authentication and Authorization reference architectures for existing, new Azure methodologies.
•        Drive the adoption of creative solutions to address complex, global IAM problems using Microsoft Azure Technology.
•        Participate in Identity and Access Management enterprise governance processes and drive IAM standards adoption using Microsoft Azure Technology.
•        Develop effective architecture solutions that not only satisfy immediate project requirements but also deliver a coherent, reusable, reliable and phased architecture to help the business grow and change while aligning to strategic vision using Microsoft Azure Technology.

CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Required/Preferred Experience
8 Required Experience implementing enterprise Identity and Access Management (IAM), Privileged Access Management (PAM) solutions in client environments using Microsoft Azure AD technologies
8 Required Experience in establishing Azure AD and B2C authentication and authorization architecture and enabling SSO for custom solutions developed in WebSphere application server, WebSphere portal server and IIS.
8 Required Experience in building custom user provisioning workflow and making them integrated to custom applications.
8 Required Experience in configuring SAML , OIDC and OAuth protocols and integration with applications.
8 Required Experience managing Azure policies and configurations.
8 Required Experience in analyzing “as-is” solutions and provide a roadmap to migration applications to new proposed “to-be” architecture.
6 Required Experience in establishing Azure AD and B2C for cloud platform like Salesforce and MuleSoft
6 Required Experience with Identity and Access Management system architecture including RBAC and Single Sign-On Federation using SAML, OIDC/OAuth 2.0, Kerberos Authentication standards is needed.
6 Required Experience in enabling and using Graph API, building custom APIs using Graph APIs.
6 Required Experience with administration and management of Azure using Privileged Access Management (PAM) setup.
6 Required Experience in establishing Identity Governance processes and solutions such as Azure Active Directory Identity Governance
6 Required Build audit and monitoring solutions for IDP, to identify, protect and remediate from unauthorized and illegal attempts.
5 Required Experience in establishing B2B authentication in Azure.
5 Required Experience in migration of users from different platforms like ISIM/ISAM to Azure AD and B2C.
5 Required Understanding of trends and regulations to ensure effectiveness and compliance with all regulations and frameworks (NIST, HIPPA-HITECH, HITRUST, PCI, GDPR)
5 Required Development experience with REST APIs, standard Java/J2EE Frameworks like Spring, SpringBoot, .NET framework and Azure.
6 Preferred Strong project management and technical skills
5 Preferred Knowledge of Applied Cryptography and PKI
5 Preferred Experience with Python, PowerShell, Java, Java Script, JSON, REST
4 Preferred Experience in building application in SpringBoot /.NET and integration with Azure IDP solutions
4 Preferred Experience in Other IDP solutions like AWS, Okta, IBM ISIM. ISAM is a plus
3 Preferred Knowledge of ITIL and other EA frameworks like T0GAF
