Job Title: Enterprise Content Management System (eCMS) Project Manager
Location: Providence, RI
Duration: 24 Months (40 Hours / Week)

Project Management Responsibilities:
In conjunction with the selected eCMS Vendor, develop and maintain a multi-phase project plan that encompasses an initial implementation of up to six (6) pilot agency websites followed by an iterative approach to integrate the remaining executive branch agency websites;
Provide expertise in Content Management System implementation in alignment with best practices to facilitate the collection of requirements, software configuration, and change management;
Research Content Management System best practices in other states and use the information as a guide to developing policies and processes for Rhode Island;
Facilitate status meetings with key agency team members to provide project updates, the status of issues and risks, any escalations, and grant policy decisions requiring input for the extended team;
Track issues and resolutions, risks and mitigations, and escalate where necessary;
Assist with determining agency implementation process including content reviews and audits, data conversion needs and processes, training schedules, and change management;
Provide expertise in content management best practices, assists with data mapping, and ensure that outcome meets expectations.
Work with the ETSS eCMS core team in establishing the priority of sites to be migrated and to coordinate the scheduling of Vendor migration resources and agency stakeholders/content owners;
Educating agencies on conducting and completing detailed content audits and the removal of content ROT (elements that are redundant, obsolete, or trivial);
Act as the liaison between the State and the eCMS Vendor to ensure that timelines are met, requirements are satisfied, and agency expectations are fulfilled;

Manage testing by ensuring that test scenarios cover required content management activities and align with best practices;
Coordinate with the State of Rhode Island Division of Information Technology (DoIT) and Division of Enterprise Technology Strategy and Services (ETSS) team to ensure that the vendor and the project follows state standards and implementation methodology, and that the software adheres to any State IT policies.


Minimum Required Experience:
Demonstrated experience leading the implementation of enterprise content management systems and/or mid to large-scale, technically complex software projects;
Minimum of five (5) years of employment in a responsible capacity in the field of Agile project management, particularly “fixed price deliverables based” projects;
Demonstrated project management experience working on a government project (federal, state, or local level);
Experience with integrating multiple disparate websites into a unified content management system;
Proven track record of successful completion of the project management work – ensuring adherence to project scope, schedule, and budget.

Required Skills:

Desired:
Deep understanding of website architectures, content management/auditing best practices, and the delivery of omnichannel content;
Understanding of user-centered design best practices and UX/UI concepts;
Understanding of user-centered design best practices and UX/UI concepts;
Familiar with web technologies such as HTML5, CSS3, PHP, MySQL, Javascript, JQuery, RAZOR, XML, and JSON;
Knowledge of Search Engine Optimization (SEO) best practices and analytics;
Working knowledge of ADA and Section 508 Accessibility guidelines;
Knowledge of building and consuming SOAP and/or RESTful web services;
Knowledge of all major social media platforms and the processes for seamlessly integrating these technologies into any content management system.
