Job Description :
Title : EHR Integration Engineer/Analyst

Location: Remote now, After COVID location would be Albany, NY/New York City

Mandatory : HL7 (Health Level 7) or FHIR (Fast Healthcare Interoperability Resources) experience.

Responsibilities:

Build capacity to export / CCD tasks
o Execute full software development life cycle (SDLC) for enterprise level application using .Net, WebAPI, JSON/XML, SAML
o Review the existing CCD logic used in PSYCKES; update logic to ensure that it follows and conforms to the latest updates from HL7
o Building integration solutions with Healthcare Clinical data including FHIR, HL-7 & and CCDA standard services library.
o Create a list of all the additional data elements in PSYCKES that may be good candidates for exporting to other EMRs
o Develop a final expanded product for PSYCKES CCD/FHIR export that could interface with SHIN-NY, RHIOs, or EMRs.

Build capacity to import
o Map data elements from other EMRs (SHIN-NY, RHIO, OMH’s Internal systems, EMR vendor) into PSYCKES; this would require code review and metadata review
o Come up with Standard - Secure Electronic transfer protocols between EMR’s (SHIN-NY, RHIO, EMR vendor) and PSYCKES. Note: Depending upon the database and partner (e.g. see list of databases below), different solutions may be required
o Convert exported XML format into the Oracle data table storage system used by PSYCKES. Note: Depending upon the database and partner (e.g. see list of databases below), different solutions may be required
o EMRs - Familiarity with all of the different EMRs currently used in NYS and those with which we are interested in partnering

Minimum Qualifications:
o Bachelor''s degree in Computer Science with a minimum of 8 years of experience.
o Experience coding in C# 3.5 or above, .NET Framework 3.5 or above, JSON/XML, XSD, XLT technologies.
o Experience with Web Services, RESTful API, WCF, ASP.NET, Web API
o Experience with the implementation security expertise: SHA, X509 certificates and AES 256 encryption.
o Experience with Single Sign-on, SAML and OAuth protocols
o Understanding of infrastructure components involved in establishing an Enterprise application integration (EAI) framework.
o Excellent communications and self-management skills
o Strong debugging & troubleshooting skills.

Preferred Qualifications
o Master’s degree in Computer Science
o Record of publication related to clinical decision-support in behavioral health
o Experience with New York State PHI health databases
o Experience or familiarity with HL7 (Health Level 7) or FHIR (Fast Healthcare Interoperability Resources) APIs
o Microsoft Biztalk implementation
o Experience working on Agile team
o Electronic data Integration experience
