DMAS - Data Analyst who can pull data from VA Medicaid data warehouse.

 
PLS NOTE: If selected, some ON SITE work required. Right now they anticipate 1 /day week ON SITE required once the candidate starts. Then the weekly expectation / regular team schedule can be discussed later. 
MUST be able to pick up equipment IN PERSON. **Parking is NOT provided for contractors 
ABOUT THE ROLE 
This is a unique role where you will be assisting the Office of Data Analytics team to conduct analysis and pull reports on Medicaid member enrollment data. 
Specific responsibilities may include: member enrollment, application denial, and member closure analysis to support internal DMAS decision-making process; analyses to support data driven outreach strategies; information to support business operating decisions; tracking, reporting and analysis of eligibility and enrollment and member appeals; trend analyses by geography, chronic condition, service provider type, Managed Care Organization (MCO), place of service and other factors to uncover trends and aberrations; identification of enrollment errors and issues, reporting for and attendance at public and internal committee meetings to include, but not limited to the Board of Medical Assistance Services (BMAS), Children’s Healthcare Insurance Program Advisory Committee (CHIPAC), Project Connect, and weekly DMAS/Department of Social Services (DSS) Collaboration meetings.
Comprehensive knowledge of Medicaid, including Fee-for-Service and Managed Care. Experience working with VaCMS data to include enrollment, application denial and renewal data, health plans operations: data encounters, claims, clinical quality. A comprehensive understanding of Virginia Medicaid eligibility to include covered groups and enrollment trends is preferred.
Proficient in data manipulation languages, such as SAS, SQL,data mining software, and Microsoft Excel. Ability to work independently and in a team environment. Ability to communicate both orally and in writing to a diverse audience. Demonstrate strong project management and leadership skills. Ability to set priorities and utilize innovative data approaches to lead strategic change and influence business process re-engineering. Skilled in preparing and presenting reports on complex concepts and findings to all levels of the organization and background in data.

• Excellent interpersonal, verbal and written communications skills, with a demonstrated ability to prepare and present reports on complex concepts and findings to all levels of the organization.
• Strong quantitative analysis skills, including working knowledge of SAS, SQL, data mining software, statistical validation techniques, predictive modeling construction and data visualization.
• Proficiency in Microsoft Office Suite, including Access, Excel, Power Point and Word.
• Demonstrated ability to plan, organize, implement, and monitor large scale/time sensitive projects; and to work collaboratively across teams.
• Must be well organized, with the ability to prioritize work and possess a great attention to detail and accuracy and an ability to complete multiple complex assignments within short time frames and with minimal direction.
• Experience working with Medicaid eligibility and enrollment data, health plans’ operations and data (encounters, claims, clinical quality, etc.) and/or strongly preferred.
• Working knowledge of state and federal Medicaid policy and regulatory reporting requirements preferred. (CHIPAC), Project Connect, and weekly DMAS/Department of Social Services (DSS) Collaboration meetings.
• Proficient in Tableau and other data visualization tools preferred.
Required Qualifications: 
• Bachelor’s degree or equivalent work experience
 • 5+ years experience with Medicaid, Medicare or other health systems
 • 5+ years technical business analyst experience in a data warehouse project environment
 • 5+ years working with end users/customers to understand and develop requirements for technical solutions to meet business needs 
• 5+ years analyzing project requirements and developing detailed technical specifications 
• 5+ years working with technical developers to strategize solutions to align with business requirements 
• 5+ years recent Teradata experience 
• 5+ years administering SAS in a Unix/Linux environment
• 3+ years facilitating customer requirements gathering meetings/sessions/JAD Sessions 
• 3+ years working knowledge of relational databases/database structures 
 • Experience with SAS In-Database processing with Teradata Preferred Qualifications: 
• Knowledge of MMIS architecture 
• Ability to design applications taking into consideration data reconciliation, query/reporting performance, and analytical business value. 
• Business Analyst experience in a state government environment 
• Experience with Teradata SQL Assistant 
• Experience using Teradata Utilities 
• Experience with implementing SAS/Teradata interfaces
• 2-3 years of experience working with VaCMS or Virginia DSS data  - Preferred.
