As a Principal Health and Clinical Quality Management Analyst for CCI Health Informatics and Clinical Quality Management (CQM), Data Management and Innovation, you will provide strategic and operational support, analysis, and subject matter expertise in the areas of clinical quality innovation, performance measurement, process improvement, health informatics, data interoperability, and public/population health to Community Clinic Health and Wellness Services. This position requires knowledge of health quality management and operational concepts and methods, health informatics principles and methods, clinical quality measurement, an understanding of how measures are developed, implemented, reported, and monitored, public quality reporting programs, electronic health records and health data repositories, health data standards and interoperability, and analysis of health care data.

Job Responsibilities:
• Working closely with VHA staff to provide strategic and operational support and subject matter expertise based on an understanding of health and clinical quality management, process improvement and measurement issues; conducting data analysis of health care data extracted from electronic health records or other electronic sources.
• Management or support of the development of technical products, such as research papers, briefing papers/reports, environmental scans and recommendations for quality program and health information technology implementation and reporting.
• Writing/reviewing descriptions of measures for clinical quality programs, including their uses and limitations, suitable for a non-technical audience;
• Advise VA and VHA leadership and stakeholders as they seek to modernize their clinical and health data and technology infrastructure, to improve timeliness, completeness, and quality of clinical quality report and the use of clinical data by clinicians.
• Apply their knowledge of the broad principles of health and clinical informatics, clinical systems, and healthcare processes at the point of care to enable decision making and support for VHA.
• Lead and manage multi-disciplinary teams with a variety of health and non-health related backgrounds to develop solutions that serve VHA’s efforts to modernize their data and technology infrastructure.
• Develop reports and presentations for both lay and professional public health audiences that effectively communicate findings and promote recommendations to improve efficacy.
• Support and coordinate multi-site, multi-agency, and multi-stakeholder initiatives to help advance key national public health objectives.
• Evaluation and subject matter expertise in Informatics, Data Science, Machine Learning, Genomics, clinical workflows, and Industry best practices in Digital Health.
• Ability to interface with senior leaders of federal healthcare agencies and departments, think creatively, and guide approaches to solutions based on a clinical understanding of the issues.
• Advanced knowledge of data analytic tools and techniques required.
• Experience with Relevant Analytics tool and/or eClinicalWorks (eCW) preferred.
Minimum Qualifications:
• Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
• Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances. Required Qualifications:
• Must be a US citizen and capable of obtaining and maintaining VA Suitability.
• At least 8 years relevant experience with health quality and/or informatics and management experience; performance measures and clinical data standards a plus
• Applied expertise working with clinical and health information systems, open data sources, and data standards.
• Applied expertise in electronic information exchange between health data systems and other information systems.
• Provide translation between information technology experts and clinical and informatics subject matter experts. • Experience working with production healthcare systems such as EHRs, Health Information Exchanges (HIEs), Interface Engines, or other clinical systems including LIS, CDS, RIS, PACS or ADT systems.
• Familiarity with the healthcare industry, terminology, clinical roles, and national healthcare organizations. Preferred Qualifications:
• Health/medical/nursing quality, process improvement, public health or healthcare informatics credentials strongly preferred.
• Creating and leveraging resources through collaborative public and private partnerships to advance public health goals.
• Experience working with clinical and genomic data sets.
• Developing and applying machine-learning techniques to clinical and genomic data
• Clinical experience as a nurse, nurse practitioner, physician’s assistant, or physician
• Knowledge of clinical quality measures and clinical decision support systems
• A strong understanding of Healthcare IT standards (HL7 CDA-based standards and the HL7 FHIR) • Clinical Quality Measures (CQMs) and the associated data standards supporting the interoperability of CQMs in live, operational settings • Familiarity the associated HIPPA and FISMA privacy and security policies that must be addressed when handling Protected Health Information (PHI), Personally Identifiable Information (PII).
