The State of North Dakota is looking for a senior level Technical Debt Project Manager.

- The position is full-time and fully remote.

IMPORTANT NOTE:

The right candidates for this role are candidates who have worked as a PM where they specifically worked with the retirement of Mainframe Technologies and with the management of technical debt (if they've done this in a state government environment - even better). If your candidates have not done this specific PM work, don't have it clearly defined as to where, how, and when they did this work on their resumes, and can't speak to this experience in detail, please do not submit them as they are not the right fits for this role.
North Dakota Health and Human Services (NDHHS or HHS) has received funding for the removal of twenty-seven applications from their portfolio that are currently using technology that is no longer supported and/or running on the State of ND?s Mainframe system. The State is working towards sunsetting the Mainframe altogether and HHS has a need for a Project Manager (PM) or otherwise known as the ?HHS Technical Debt PM?, to coordinate the sunset of these twenty-seven (27) applications. The work involves coordination between IT and Business Stakeholders to incorporate existing solutions, develop new solutions, change IT processes and reduce technical debt and remove all data and from Mainframe IBM Z-Series storage like COBOL, DB2 and ADABAS.

The HHS Technical Debt PM would manage all aspects of the work including management of vendors, costs, and assigned (temporary) staff.

The HHS Technical Debt PM will work closely with the large IT Project Manager (PM) and Large Project Oversight Project Manager (LPO PM) because a successful project requires more than oversight; it requires operational expertise, real-time leadership, and a focus on compliance, team performance, and quality assurance.

Qualifications:

? Proven experience in project management, specifically in managing technical debt.

? Excellent verbal and written communication skills to effectively collaborate with teams and stakeholders.

? Strong problem-solving abilities to identify, analyze, and resolve technical issues.

? Leadership experience in managing cross-functional teams.

? Risk management skills in identifying and mitigating risks associated with technical debt.

Required Skills

Previous experience in retirement of Mainframe Technologies as a Project Manager
10 years' experience managing IT projects
5 years' in software development, systems architecture, IT infrastructure and troubleshooting
Proficiency in methodologies like Agile, Scrum, and Waterfall
Preferred Skills
