The UI program is looking for a senior business analyst with a minimum of five years of experience working in a fast-paced environment to support the Ui program. As part of the BTS team, the BA will be assigned to work on the
primary UI system (GUIDE), that resides on the mainframe. In addition, there are several sub-systems that interface with GUIDE to provide information to the business as well as to provide UI benefits to claimants.
The successful candidate must be experienced using an Agile methodology to make changes to any of the UI systems. The primary duties will be researching, gathering requirements from the business units, and translating those requirements into user stories that can be developed by the IT team.
The analyst must be able to create and execute test scenarios to verify programming changes before release to the production environment. The BA must have good communication skills, both verbal and written, and be able to
speak to all levels of the organization.
It is preferred if the analyst has prior experience working in State government and/or has Unemployment Insurance knowledge. BTS uses a variety of tools including Azure DevOps (TFS/VSTS), MS Office Suite, MS Project,
data warehouse, and Visio to assist with getting the work done.
Due to COVID-19, the BA will need to be a self-starter that will receive minimal training and be required to work from home until the Department can safely return staff to the office location at 3443 N Central Ave, Phoenix.If the BA has his/her own computer equipment at home, this is a plus.

Is this a formal environment from a process standpoint - Agile, Waterfall, other or less formal We use an Agile methodology with Azure DevOps (TFS/VSTS) to record user stories and acceptance criteria.
Is a technical background desired for this position? If so, what does that look like? A technical background is a nice to have, but not necessary. Is SQL required? If so, what level of SQL experience? N/A
It appears that Testing experience is required. Is this manual or automation testing? If manual, I assume this is test script creation and execution? We do not have automated testing tools available so all testing is manually executed. The BA needs to be able to show traceability between requirements and testing. Must understand the fundamentals of thorough testing including writing test plans and scenarios as well as executing the testing.
Describe what you are looking for when you say you want people with a mainframe/distributed background. Is this required? GUIDE is the primary system for UI and it resides on the mainframe. We also have MANY sub-systems
that make up the entire ecosystem. The majority of those systems are web-based in a distributed environment.

Please describe the culture/environment background that would be desired in our candidates? This is a fast-paced environment with many changes and short deadlines. The person would need to be able to perform independently and be able to work on multiple projects at the same time.
