Market rate based on experience - 2 submittals - Hybrid - Web Cam and In Person Interview
The IT Project Manager will be responsible for overseeing and coordinating all aspects of IT project planning, execution, and delivery, with a strong focus on IT operations and infrastructure modernization for the Dept. of Early Care & Learning (DECAL). The ideal candidate will have over five years of experience in IT project management, with certifications in PMP and ScrumMaster (CSM). They will lead cross-functional teams, manage resources, ensure that projects are completed on time, and maintain compliance with cybersecurity standards. The role also involves significant stakeholder and vendor management, as well as risk management and change control.
Work Location & Attendance Requirements:
? Must be physically located in Georgia
? On-site: Tuesday to Thursday, per manager's discretion
? Mandatory in-person meetings: All Hands, Enterprise Applications, On-site meetings, DECAL All Staff
? Work arrangements subject to management's decision
Experience Required: 5+ years
Key Responsibilities:
? Develop and manage project plans, schedules, and budgets.
? Coordinate internal resources and third parties/vendors for project execution.
? Ensure all projects are delivered on time, within scope, and within budget.
? Develop project scopes and objectives, involving all relevant stakeholders.
? Track project performance using appropriate tools and techniques.
? Report and escalate issues to management as needed.
? Manage relationships with clients and stakeholders.
? Perform risk management to minimize project risks.
? Create and maintain comprehensive project documentation.
? Create reports and presentations for project status, present to management and leadership.
? Serve as a member of the PMO group and support the work of other team members as needed.
? Foster a collaborative and inclusive team environment and promote a culture of open communication and transparency.
? Build and maintain effective relationships with stakeholders, including project sponsors, team members, and customers.
? Experience working with different stakeholders across multiple state agencies such as DHS, DPH, GTA and IV&V
? Experience in working with cross-functional teams across IT operations, cybersecurity, infrastructure, and application development
Business Analyst Responsibilities:
? Gather and analyze business requirements from stakeholders.
? Document business processes and workflows.
? Identify areas for improvement and propose solutions.
? Collaborate with development teams to ensure accurate implementation of business requirements.
? Conduct user acceptance testing and ensure solutions meet business needs.
? Create detailed reports and presentations to communicate findings and recommendations.
? Experience with CAPS Business Process, Gateway Integrations is a plus.
Qualifications:
? Bachelor?s degree in Business Administration, Management, Computer Science, or a related field.
? 5+ years of proven experience in IT project management.
? Certified PMP and Certified ScrumMaster (CSM).
? Proficiency in Project Management methodologies (Agile, Waterfall, Hybrid, SAFe).
? Experience in IT Operations & Infrastructure Modernization.
? Knowledge of Cybersecurity Compliance (NIST, HIPAA).
? Proficiency with Tools & Platforms (Jira, Azure DevOps, ServiceNow, Salesforce, Asana).
? Strong skills in Requirements Gathering & Documentation (BRD, FRS, User Stories, Use Cases).
? Expertise in Risk Management, Change Control & Mitigation Strategies.
? Strong Stakeholder & Vendor Management skills.
? Experience with ITSM, Incident & Problem Management.
? Proficiency in Test Planning (System, UAT, Integration, Regression, Performance).
? Proven ability in Cross-Functional Team Leadership & Collaboration.
? Strong Data Analysis, Troubleshooting, and Reporting skills.
? Proficiency in Microsoft Office Suite (Project Plan, Excel, Word, PowerPoint, OneNote, Project, Visio).
? Excellent client-facing and internal communication skills.
? Strong organizational skills and attention to detail.
? Ability to manage multiple projects simultaneously.
? Strong emotional intelligence, with the ability to empathize with team members and stakeholders, and to manage conflict and difficult situations.
? Ability to work in a fast-paced environment, with multiple priorities and deadlines.
