Job Description :

Education: Bachelor of Science degree in Computer Science, or related field, required.


  • Three (3) years of experience with education data.
  • Five (5) years of experience in Oracle database and in depth knowledge of Oracle database technology.
  • Five (5) years of experience in Oracle systems including Oracle Enterprise Manager 12c and Oracle Application Server.
  • Five (5) years of demonstrated experience designing, developing, implementing, maintaining and controlling Oracle Database Management Systems.
  • Five (5) years of experience in PL/SQL, extensive knowledge of structured query language procedures used in Oracle.
  • Five (5) years of experience with identity resolution.
  • Five (5) years of experience with exhibiting excellent communication skills, including creating written documentation.
  • Five (5) years of experience loading data into Oracle databases
  • Demonstrated knowledge of Oracle database management.
  • Prior senior level experience with Oracle database security and working with PII data.
  • Breadth of knowledge in database analysis.


  1. Receive data from various agencies and load the data into the centralized MLDS Center database system.
  2. Develop guidelines for identity resolution.
  3. Perform identity resolution procedures based on guidelines established.
  4. Create complex data set files for use by researchers.
  5. Develop data marts to support the MLDS Center reports and dashboards.
  6. Develop logical and physical database designs and apply appropriate modifications to design models or database schema.
  7. Analyze data received from various agencies and transform the data to meet the business and technical needs of the MLDS Center databases.
  8. Load data into MLDS Center databases and perform data validation. Ensure the data transformation and data loading is successful and accurate.
  9. Implement Oracle security modules, such as data masking and data encryption, in order to maintain security and confidentiality of system data.
  10. Perform data cleansing, data matching, and identity resolution functions within the database.
  11. Provide weekly status reports which include, but are not limited to:
  1. Tasks Completed
  2. Tasks Planned
  3. Risks/Issues
  1. Perform other duties related to MLDS database analysis as assigned by the Contract Manager
