Business Analyst

Duration: ten (10) months

Working Location: Onsite in Tallahassee, Florida

Background

The OSCA is seeking an Advanced Business Analyst to assist in the business process analysis and documentation for Court Application Processing Systems (CAPS). Translates high level business requirements into functional specifications for the development team and manages

changes to such specifications. The essential function of the staff augmentation contractor(s) within the organization will be to serve as a liaison between the business and application development team. Candidates with professional certification (like CBAP, PBA, PMP) including experience with Cloud technologies, and Enterprise architecture will be given preference.

As a Business Analyst, you will use your knowledge, skills, and abilities to solve organizational information challenges and will use your critical thinking skills to identify client requirements and translate those into detailed instructions for the application development team to execute. The ideal Business Analyst also has strong writing and communication skills and can build relationships with both their team members and stakeholders. Assists in the business process redesign and documentation as needed for new technology. All development will occur within the Office of Information Technology's operating environment and conform to its formats and standards.

General Characteristics

Serves as a liaison between the business community and the IT organization in order to provide technical solutions to meet user needs. Possesses expertise in the business unit(s) they support, as well as an understanding of the IT organization's systems and capabilities. Analyzes business partner's operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates

agreements and commitments by facilitating communication between business unit(s) and IT

from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise's competitive edge. May make recommendations for buy vs. build decision.

Responsibilities

Development of business process flow and data processing logic.

Help design, document, and maintain functional processes.

Develop and maintain technical documentation including product guide.

Development and execution of independent verification and validation test scripts and

plans, as well as production-based operational acceptance testing.

Define data quality specifications, validation criteria and reporting requirements to enhance product development and business processes.

Perform quality assurance during and after implementation.

Provide recommendations for possible process changes to help optimize current procedures in support of maximizing outcomes.

Report on common sources of technical issues or questions and make recommendations to development team.

Constantly be on the lookout for ways to improve monitoring, discover issues and deliver better value to the stakeholders.

Communicate and build strong relationships with stakeholders.

Knowledge of application design, development, testing, documentation, and implementation.

Working knowledge of word processing tools and other relevant software packages.

Ability to provide exceptional client service, research and resolve issues, and demonstrated commitment to continuous learning.

Ability to turn complex concepts into simple language.

Ability to work on multiple projects simultaneously.

Ability to analyse and interpret technical data to draw business-relevant conclusions.

Education: Bachelor's Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience.

Experience: Typically has 3 to 5 years of relevant technical or business work experience.

Complexity: Intermediate professional level role. Works with business partners within one business function to align technology solutions with business strategies. Demonstrates an informed knowledge of a business area to resolve problems on an ongoing business. Supports

several moderately complex business processes. Works on multiple projects as a project team member, occasionally as a project leader. May coach more junior staff.
