Once OPS staff are required to return to the office, the resource under this request will be required to work onsite as well. - Background OPSdocs is a service to manage digital records and business information through the full document and record life cycle. The service enables digital management of the information that government and broader public sector employees use to perform their jobs and serve Ontarians. Information is securely stored in a central location, is easy to find, and provides tools to ensure adherence to OPS recordkeeping policies. This means all digital documents can be accessed and shared in any way that makes sense to a program area. OPSdocs provides modernized management of OPS business records in an enterprise class content management system. This service aligns to support the following government priorities. Embrace modern, sustainable digital service delivery for business to operate in a COVID and post-COVID world Support the need for a flexible OPS workforce that works from home effectively Offer services digitally and easier to use while moving away from in-person and paper-based transactions, helping to reduce costs Realize cost efficiencies, increase value for money and reduce fiscal risk while meeting the needs of people and businesses in Ontario Secure documents and lower the amount of lost data Make it easier for people and businesses to get the services they need Increases interoperability across services Modernize technology platforms for government service delivery Enable data sharing across government and the broader public sector to improve digital service delivery Transform back office government processes to be more efficient Enable integration of data across different levels of government Skills Experience and Skill Set Requirements Requirements The Senior Business Analyst(s) will work closely with the Business Team, Business Architect, Systems Architect, Technical Architect, Development Team and Project Manager to ensure completeness of requirements and full understanding of business expectations. Sr. Business Analyst will generate artifacts that demonstrate how business, operations and systems inter-operate within the organization in order to support new correspondence business processes. In this period the Sr. Business Analyst will deliver the following: Detail Business Requirements Business Case Screen Design/User Interface I & IT Scorecards Check Point 0,1,2 material Business Process Models Business Scenarios Business Rule Profiles Business Domain/Function Model (breakdown) Business Domain Concept/Class Model System Functional Requirements (including use cases) Supplementary Specifications Other business domain artifacts as per GO-ITS 56 Enterprise Architecture Business Architecture PIA and TRA Logical Architecture Artifacts The Senior Business Analyst will also conduct sessions to verify the artifacts, evaluate technologies, and create the artifacts that demonstrate how business, operations and systems interoperate within the organization in order to support new correspondence business processes. Required Skillset: Candidate should have 10+ years' experience in business analysis and modeling 10+ years' experience in applying business modeling techniques/tools in a way that the developed artifacts can be reused and leveraged for multiple projects Experience in the following areas: Development of business strategies Business process re-engineering Business case development and cost-benefit analysis Feasibility studies Joint Application Development (JAD) facilitation Process improvement System enhancements User training Screen Design (GUI Designer - Balsamiq) Experience in structured, object oriented and agile methodologies for users-requirements elicitation and the development of specifications Experience in UML (Unified Modeling Language) Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope (e.g., Sparx Systems Enterprise Architect CASE tool) Proven ability to support the client in development of presentation materials, briefing notes, etc. related to the project. Ensure that the artifacts are aligned with the enterprise architecture standards and principles (i.e., GO-ITS 56) Good understanding of OPS corporate policy development and communications business processes and general practices Good understanding of the components of the Government of Ontario's senior level reporting as it exists today, and the types of decision-making tools used such as correspondence, communications planning, issues/briefing notes, FOI requests, and financial and HR reporting. Experience working on a Document Management System or/and Customer Relationship Management System (CRM) would be considered an advantage. Evaluation Criteria Price 30% Business Requirements Gathering/Documentation 10+ years experience in a business analyst capacity, with demonstrated work outlined clearly Experience conducting requirements gathering and developing documentation Experience with a wide range of methods, tools and techniques for business analysis such as, but not limited to: business functional modelling, business event modelling, business process mapping 20% Technical Experience Experience with GUI, user interface design and mock ups. Experience with Joint Application development (JAD), Unified Modelling language (UML), and Computer Aided Software Engineering (CASE) tools. Demonstrated experience with Document Management system and/or Customer Relationship Management System (CRM) Exposure to working with diverse business environments and enterprise wide systems. 20% System Functional Requirements Ability to work with business and development teams to document system requirements. Demonstrated experience with creating Business Cases, Screen Design/User Interface, Business Process Models, Privacy Impact Assessment and Threat Risk Assessments, and Logical architecture artifacts, among other deliverables. Demonstrated experience with Business Architecture. 20% Communication Skills Demonstrated experience in solving problems analytically, and making sound decisions based on. Experience in negotiating using both verbal and written communication skills and should have worked in a team based environment with a proven record of meeting deadlines. 10%
