Description:

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS OIS provides the technology systems and services that support more than 11,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

OIS provides management support for OHA and DHS IT projects, systems architecture, databases, IT asset and change management. OIS also coordinates network and computing operations with the Oregon State Data Center.

This Technical Business Analyst will work with the OIS and the DHS APD Business Team to document requirements for the Older American Acts (OAA) program area. Work is to be conducted on site in Salem, Oregon.

This work will include:
Develop an understanding of the business processes for OAA federal reporting expectations
Utilize system data models as they relate to the OAA effort
Determine which data elements should be used for creation of the solution
Updating data dictionaries with business information and usage around these data elements
Stakeholder engagement and requirements elicitation
Define scope and objectives

Required Knowledge, Skills, and Abilities:
Experience in identifying overall approach and creation of supporting plans and documentation to successfully execute initiative
Creating reports based off of data models and experience working with data dictionaries
Meeting scheduling, facilitation, cross-functional communication
Creation and maintenance of project documentation
Candidate should have a high degree of organization and multi-tasking skills in addition to being detailed orientated
Must be able to work independently as well as with a team of database developers and business partners
Previous public sector experience in successfully building and delivering Federal Health & Human Services (HHS) reports is desired
