The mission of the San Francisco Department of Elections is to conduct all public federal, state, district and municipal elections in the City and County in a manner that is free, fair, and functional. The Department is located in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 48, and is comprised of eight divisions that undertake the diverse tasks necessary to plan and administer federal, state, and local elections in the City and County of San Francisco.

Job Description

The Department of Elections invites applications for the 1052 IS Business Analyst position in the Management Information Systems, or MIS, division of the Department.

The MIS division is responsible for the Department’s network infrastructure, the design and production of software and database applications and associated reports, and the maintenance and updating of the Department’s website. The division also oversees operations inherent to the Department’s Election Information Management System (EIMS) that interfaces with the essential database tables necessary to organize and plan all aspects of an election and integrate voter registration information with other election-related processes.

This 1052 position is essential to the Department for successfully maintaining the database of voter records and other election data. The Department continually reviews the integrity and accuracy of voter records to ensure voters are able to participate fully in all election-related processes. To support this process, the person in this position will often need to develop complex SQL queries and reports.

EIMS serves as the county-level database for maintaining voter registration information and associated processes and operations.  EIMS is the source of data for multiple systems, programs, and applications. EIMS is integrated with a centralized, statewide database, VoteCal, which serves as the official system of record of registered voters throughout the 58 counties. The person in this position will administer EIMS and routinely interact with the vendor that supports the system and the California Secretary of State office that supports VoteCal.

Since nearly every division in the Department relies on EIMS to provide election-related services, the person in the 1052 position can expect consistent interactions with Departmental personnel throughout the working day and especially during an election cycle.  The 1052 can also expect to initiate, organize, and attend meetings regarding voter data, data analysis, and EIMS’ operations.

Position Salary: $46.40 - $58.375 Hourly

Examples of Important and Essential Duties

1.  Administer EIMS: Provide oversight of all operations, including upgrades, enhancement requests, and troubleshooting inherent to the Department’s use of EIMS.  Although VoteCal is the system of record in California regarding voter-related information, EIMS remains the center point for local election-related transactions locally and supports multiple election-related processes such as vote-by-mail voting, provisional voting, candidate filings, petition verification, poll worker recruitment, polling place administration, and modifications to precinct and district boundaries.

2.  Administer VoteCal Portal:  Serve as liaison between the Department and the Secretary of State’s VoteCal team, monitor communication through the VoteCal Portal, tracking any issues or changes, and communicating those to internal and external stakeholders.

3.  Solving Complex Business Process Challenges: Understand and escalate issues effectively; research, analyze, and disseminate information to help develop appropriate solutions.  As part of resolving process challenges, the person in the 1052 position must be prepared to document actions and processes.

4.  Develop SQL Queries: Write complex SQL database queries to fulfill requests from various divisions for voter data associated with process analysis, progress tracking, and similar purposes.

5.  Act as division and Department representative: Represent the division and the Department in EIMS and VoteCal user meetings, during IT-related meetings, discussions, or presentations, and when interacting with the multiple vendors that support the Department’s activities.

6.  Determine Development Specifications: Translate business needs, requirements, and election laws into development specifications to ensure proper implementation of new processes and programs.

7.  Training: Provide training to IT and Departmental personnel on new and modified processes added to EIMS and other programs and applications.

Desired Qualifications

1.       SQL, T-SQL, MySQL/MariaDB, DBA.

2.       Demonstrate strong analytical skills and an understanding of system databases, data elements, and application software solutions to maximize data gathering, data validation and data analysis;

3.       Set high standards of self-performance; communicate effectively both orally and in writing; and balance the application of technical skills within the framework of legal mandates.

4.       Able to identify opportunities in which the Department can automate processes and establish greater efficiencies.

Work Schedule

Work hours are generally 8 a.m. to 5 p.m., Monday through Friday; however, some evening and weekend overtime hours may be required, especially in election seasons. Working overtime is common during an election cycle as well as immediately before and after an Election Day during which the person in this position may work 60-70 hours a week.

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification:

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
