Job Description :
Positon Title: Broadband Technical Consultant
Location: Chicago, IL.
Duration: Long Term

Education: Bachelor’s degree in business, computer science, engineering, public policy or equivalent.

Experience: 10+ years experience in telecommunications industry or related public-sector policy role; 5+ years experience either as a consultant to or as an employee of a federal or state agency with a strong broadband portfolio; 3+ years experience in administration of broadband grant funding and related programming.

Knowledge: State broadband matching grant programs; federal broadband regulation, funding and/or programming, including that through FCC, NTIA, and USDA.

General technical assistance in support of administration of the Illinois Office of Broadband, including participation in ongoing policy development and liasing with stakeholders on local, state, and federal policy; and/or (2) general technical assistance for programming in such areas as community planning and capacity building and/or digitial literacy, adoption, and inclusion.

Billed on hourly basis. Vendor to provide all necessary tools (computer, Internet, phone, etc. Location can be offsite at space provided by Vendor at no cost to the state or at 100 W Randolph Street in Chicago, IL. Dedicated resource may be asked to travel to Chicago Office for a two-day period as requested by the state up to four times per year. Attend industry meetings and conferences as mutually agreed upon. Travel costs are to be included in the hourly rate.

Narrative: Describe your knowledge of how state broadband programs, and in particular Connect Illinois, are impacted by federal broadband regulation, funding and/or programming, including that through FCC, NTIA, and USDA.
