Job Description:
The New York Patient Occurrence Reporting and Tracking System (NYPORTS) is an adverse event reporting system implemented pursuant to New York State Public Health Law section 2805-l, Incident Reporting. An occurrence is an unintended adverse and undesirable development in an individual patient’s condition occurring in a hospital. This system is used by hospitals and clinics to meet their statutory reporting requirements.
The project encompasses three phases of effort to restructure and enhance an application to support the business requirements for the NYPORTS system. The first phase restructured and migrated the NYPORTS application to a supportable IT infrastructure in August 2015. A second phase included a redesign of the system to align with national standards established by the federal Department of Health and Human Services through its Agency for Healthcare Policy and Research (AHRQ), an effort to identify and define more complete NYPORTS business requirements, enhancement of the application to provide this functionality, and the addition of the capability to review the adverse events captured by the system. The third phase will address business requirements identified during the system redesign and the business needs analysis. These requirements include new reports, the ability to generate and print reports, extract capabilities for research and data sharing, and the ability to send and receive adverse event referrals. The ability of the Department to perform data analysis, share extracts with researchers and disseminate findings is a statutory requirement.
The consultant will focus on Quality Assurance activities and responsibilities that will include but not be limited to:
Develop test plans, scenarios, and test cases which will exercise the business, functional, and technical requirements of the system.
Develop test data for use in executing the QA phase of the SDLC.
Develop and execute test plans and scenarios, including regression and volume tests.
Evaluate test results and performance of software.
Identify technical and functional software defects.
Work with the project team to complete the QA process to bring the software quality to a level where it can be delivered to NYSDOH for user acceptance tests.
Assist NYSDOH staff in performing user acceptance tests.
